I haven't read all this but have this comment. Having some rule like this published somewhere could be the basis of calculating a specific point in the process in which a scenario might occur. Having the process down is then something everyone can refer to and it would also have value in Prime Directive.

IMHO, I cannot see any of this being of any use to SFB players, and I do not recall if there is already some kind of planet improvement rule in F&E.
But if we ever do a planet creation book for PD, terraforming (Gornforming, Lyranforming, etc) would be gotta-have requirement.
But first we need a planet creation book for PD.

MJC: That is a one line addition to a scenario that needs it.
One does not need lengthy rules that attempts to set in concrete the facets of colonial defences and a number of other issues with only the most tenous links to the declared subject in order to tweak victory conditions.

Your observation is not entirely valid.
There are going to be a lot of "very expensive things" involved in terraforming. Those things are themselves worthy of theft by my Orion Light Raider, particularly if you skimp on the defenses making it an even better bargain for me to raid the place.

Your error in not having a copy of "Module Prime Alpha" which tells the story of the Hydran home system. Essentially the sea state is such that continental sized Crusts form on its surface, often maintaining their existence for thousands of years, sometimes running into each other, sometimes breaking apart. Earthquakes are common, which is one of the reasons the Hydrans are tripedal, etc., etc.
Note the above is off the top of my head memory, I have not pulled down a copy to look.

My apologies, I was not trying to imply that you had to buy the thing. Sometimes I forget that I "work" here, and thus my statements might be taken as a pressure on someone to buy a product. The "Your error in not having a copy . . ." line was just me trying to have a little "fun" in the reply, while trying to give you a little of the background. But honesty forbore in the end to note that I had not looked at the text to confirm my response, not that you should buy a copy.
