How about this:

In Y85, a fleeing Paravian YCL was defeated by a Gorn squadron and escaped by sublight. It landed intact (aerodynamic landing) on a remote desert planet. The crew tried to repair the ship but all died before managing it.

Fast-forward to Y143, when the Orion Omega cartel is looking to set up a new base on a remote but habitable planet in Gorn space. It finds the remains of the Paravian ship, which includes a functional Quantum Torpedo.

They use bits of the QT to repair the F-torps on their CR, resulting in the 'modern' QTs as described in CL28.

The result was useful in convoy raids, because it had reasonable crunch power with high ROF and was good against slow targets. The usual convoy defence against plasma (phasers) didn't work well against QTs because it usually just stripped the splash element off.

Plus it gave the Gorns the willies.

The QT is available to the Omega cartel as a "Home Territory" weapon from Y147.

The Quantum torpedo is ALREADY allowed to pirates IIRC. It even has an "option mount" cost.

It would rock as a pirate weapon. Or defense vs drones.

I think even the old version is a pretty good weapon, given the high cost to kill the warhead.
