This is found near the galactic rim, especially in Vudar, Hydran and Tholian space. Some exist in Klingon space.
Everything except direct fire may be slowed down by one impulse on a 50-50 chance (1,2 or 3) each impulse.
Also, direct fire adds one to the die for each hex of weak space through which (not into)it is fired.

"Slowed down by one impulse"? Do you mean that things scheduled to move on that impulse may not?

Or do they move the impulse after they are supposed to move?
Or their speed is one less?
And what is the impact on "effective" speed? If you're slowed, can your turn mode improve?

This does not affect the effective speed; just the unit which is scheduled to move has a 50% chance of not moving (again). Mudfoot has the right of it.
Mike Grafton is also correct in naming this a variant of drag space, with worse combat conditions.
