Personally, I'd rather see the restrictions on Escorts be greatly relaxed. There are many instances where a fleet would find an Aegis Escort more useful (or desirable) than fighters. There are many instances where a carrier might prefer standard warships to dedicated escorts.
Why not just change the last line from the "flexible group" rules? Instead of "non-escorts may not be used as escorts", say "the carrier's escorts must include at least one Aegis Escort".
In addition, completely rewrite S8.317; "A fleet may have one SC-4 Aegis Escort if there are no carriers and at least one SC-3 warship present. A fleet may have two SC-4 Aegis Escorts, or one SC-3 and one SC-4 Aegis Escort, if there are no carriers and at least one SC-2 warship present. A base (Base Station or larger) or FRD may have two SC-4 Aegis Escorts, or one SC-3 and one SC-4, in addition to those allowed above (or assigned to a carrier.)"

Philosophically, I agree with Mike Powers about relaxing the Carrier Escort rules. But I suspect this will be a tough sell to SVC/SPP.
One point to consider is that some races will probably derive more advantage from the rule change than others. I don't have a problem with that, personally. There's no reason why any given rule change would benefit (or hinder) all races equally. But it is something to keep in mind.

(S8.33) and (S8.34) needs to be modified with the LYRAN BCH RULING of 29 March 2008.
(Hopefully, this will be reviewed as the ruling, as written, creates some new game balance issues and didn't address the same issue for non-Lyrans.)

(S8.32) FIGHTER AND PF LIMIT should add the limit in (R1.R1) that no more than 6 casual PFs (12 for Lyrans) can be in a fleet.
