For the Andros, I'd suggest this:

The RTN doesn't work in Sargasso.

Between the galactic barrier and this, the octet is an andro roach motel. They go in, they can't get out. Andros go in with the intent of establishing the start of an RTN only to find the bases that they have are their only support (at least to start with).

No RTN means few or no large andro ships ever ventured into the Sargasso. At some point the andros stop throwing good money in after bad. Any ship class that shouldn't be there is probably one that can be reasonably be expected never went there. (Remember large andros were never that common. it's just the RTN made them look common). The sargasso Andos get new ships via attempts to probe the octet to find out what happened to the last probe, plus some refugees from their failed invasions on either side (it's safe to assume the Xorks won too)...and they do whatever andros do when they aren't planning to conquor a galaxy.

Nope. The RTN is connected to the SBs. If the SB is "somehow" cut off from the Home Galaxy then it is only connected to the local network. And the local network in the Alpha Sector is too far away for it to connect to. They didn't place all those RTN nodes within 4 F+E hexes of each other for nothing.
