Problem: on an open map, plasma is too easy to run away from.
Answer: Give plasma legs.
On an open map and ONLY on an open map, second plasma warhead bracket becomes 20 impulses long for all plasmas G and above. F, D and K torps remain as-is.
R-torp would run for 10 impulses at 50, then another 20 at 35 before dropping again.
S-torp would run for 10 impulses at 30 before dropping to 22 where it runs for another 20 hexes.
G-torp would run for 10 impulses at 20, then another 20 impulses at 15.
Again, the is open-map ONLY.
Extending the plasma at the first warhead drop attempts to strike a balance between limited tactial use of running to drop a warhead level from wholesale running plasma out.
Combined with the sabot, a plasma torp might be able to run down a ship and still have some life left or force a ship to so dedicate itself to running away that the plasma ship can have another batch of plasma ready by the time the enemy gets turned around.

The use of a flat-20 impulses in all cases is an attempt to avoid the need for changing and reprinting a whole bunch of SSDs.
