 John, that's where you get into the technical mumbojumbory. 
 
Basic explanation: "It's too expensive. More cost effective to spend on non-X ships to make them more combat effective. (blah, blah, etc.)"

Loren,
I submit they can't fend them off all day long, not when they're busy reloading phaser caps and heavies. Even X-ships have to consider power balance at some point. So... keep wailing on them with an up-trend in overall damage potential.

 Maybe a good test battle might be CB w/ new Photons v. X-cruiser. 
 
(CB will probably lose in the end, but did he/she/it score more damage over the course of the battle?)
