I just wanted to see what such a thing might look like. (But limit it to the Y2C era)
Y2C Photon Plasma
Federation non-X units armed with standard Photons have the option of firing Photon Plasma Torpedoes (seeking weapon). The torpedo is armed using Photon overload cost in warp power, but over a three turn period (2+2+4). When fired, the Photon Plasma moves and acts in all ways like a standard plasma torpedo. Use the following warhead table:
Type | Range 0-5 | 6-10 | 11-12 | 13-14 | 15 | 16-18 | 19 | 20 | 21-23 | 24 | 25 | 26-28 | 29 | 30 |
Photon | 32 | 32 | 28 | 24 | 20 | 16 | 16 | 12 | 8 | 4 | 1 | 0 | 0 | 0 |

Or maybe the Prox is affected by EW as per regular seeking weapon rules.

So a cruiser could fire FOUR S torp equivalents?

Good point, MCG. Perhaps knock the warhead in half. Guaranteed hit offset by the possibility of being shot down.
New table:
Type | Range 0-5 | 6-10 | 11-12 | 13-14 | 15 | 16-18 | 19 | 20 | 21-23 | 24 | 25 | 26-28 | 29 | 30 |
Photon | 16 | 16 | 14 | 12 | 12 | 10 | 8 | 8 | 6 | 4 | 1 | 0 | 0 | 0 |
