Are SFB Stellar Fortresses in use?
Are they in addition to or replacing (B11.75) Star Fortress (SF)?
Is (B11.77) Star Palace (SP) unchanged?

Right now you can build the SFB stellar fortress and the GC SF. But when the new edition of the GC rules comes out we will be removing the GC SF.

If, say 12 fighters are built in a shipyard, how would they be transported to a SB in a different system ?

You could pack them up in a cargo unit and move them there, or in GC you could build HBM on the SB and assuming you have AXCVs in the MM, and they are in stock, they get auto supplied at SB. The SB does need to be in supply, and not under blockade.

Depends on the GM, usually they are unique tech and cant be directly researched. You can however work on a cloak thats not as good as the original.

Are Large Freighter variants considered as large freighters for being built at starbases, or are they Size class 3 (or 2) for building in shipyards ?
Also will this apply to small freighters as well?

You can always build them in shipyards.

One R1 ship type, size class 4 or smaller, can be built per turn in each starbase, stellar fortress (B7.120), or Stellar Palace (B7.130) [Exception: F-Ls and F-Ss per (B8.75, B8.76, and (E1.20)]. Larger R1 units cannot be built outside of a shipyard, FRD, CDK, or BSSY. These larger ships include, in part: FRD, Any kind of monitor, Heavy Auxiliaries, Jumbo Auxiliaries, AxCVA, AxPFL, AxSCS, LAH, LAS, OAS, and X tech versions of these units. Construction of these units may not exceed an empire's Merchant Marine conversion rate. See (E1.25) for MM conversion limits.

With Shipyard Specialization, does the specialization only apply to the basic hull (like CA or DD), or does it apply to the entire class ??

Okay, now that real life has settled down, I've got a some questions about running a campaign.
One of the biggest I found when compiling the ship lists were In Service Dates (namely for the Romulans, ISC, LDR, Seltorians; as well as the Frax, and to a lesser extent the Borak and Peladine). Unless I run a late-era (Y165+) campaign, these races seem especially limited in ship availability (and in the Romulan's case, strategic limitedness). [The folks I'm playing with would rather do a more longer-term open-exploration style game.] How much "breakage" might I expect if I were to do away with/alter ISDs (we've been talking about a more traditional bigger-hulls-as-you-research style, something along the lines of what's in the Campaign Designer's Handbook)?
I've also come across references to race-specific rules (the combat example [Klingon/Hydran], something about an intel report saying Frax Subs get +15% DF). Are these a fixed thing, or something specific to the campaigns run here? And I keep coming across something about a 20% discount on FFs (but not all races get it?).
I'm sure I'll have more as I get more into things.

You have several option for YIS.
The first is to go ahead and adjust YIS so that everyone is in the same playing field at the same time, everyone has an CC, everyone has a DN, etc...
Or you can stick with the YIS dates, they have to R and D ships they want sooner, or they can take a look at someone else's ship they might want to get a boost on development. This approach does need careful balancing. Those that dont have CC for instance might be compensated by a bit more CA's then those that have CCs.
You could also do both; your YIS is what listed in SFB BUT give some people better YIS dates and some ships to start.
Its all up to you...the trick to make sure its relatively balanced and fair.
Your references Q is probably coming from leakage from current games that are running. They are campaign specific, with purpose.
For instance giving a discount to build some common SC4 ships will encourage them being built, otherwise you dont have much incentive to building them. Without a "carrot" to build whats common people may just not bother and have SQs with all CAs in them, in Galactic Conquest this a running theme to prevent silly SQ organization and keep it within the realm of SFB reality.
The new edition of the rulebook is expected soon...and it greatly details many campaign rules, with lots of examples.
