One of the things I proposed during the Jericho Project was allowing maulers to fire through web but deducting the web strength from the blast strength.

Another idea that MIGHT gain a bit of traction:

WebBreaker drones only affect unanchored web. Globular and web between anchor points is unaffected.

The web breaker drone ONLY affects ONE hex for 4 impulses and then the effect is lost.

I'd think the problem with such a device, when I reflect on it, isn't that it'd be too effective, per se. But it'd pin down the tholian fleet to maintain enough of a garrison at every colony, planet, and base to reinforce the web to keep it from getting wiped out.

Eventually, the mines would become a non-factor. The Klingons siege, surround bases, cut them off. A few minesweepers every once in a while until it's gone. Starve them out or raid them until they just can't sustain the defense anymore. Each base would become a pocket. And the moment they left they'd be done for. No quick globular web corral when the Klinks are storming in. No cast web tricks. Unable to respond to Klingons outside the range of thier bases, but otherwise rampaging through thier territory would be the end. And there's no way the tiny Tholian fleet, faced with such devices, will be able to hold back a Klink Fleet in open space.

If the drone module is produced by the selts for Klingon use, it stands to reason (at least to me) that in order to put web breakers into drone modules, the selts would have to give up some portion of their own ship-mounted web breaker/shield cracker production.

For instance, each ship weapon the selts give up would allow them to produce 'x' drone modules. This would add a lot of accounting to any F & E game, being the only drone that has to be specifically tracked.

In order not to be an unsurvivable advantage in SFB, it would have to create a new category of drone rarity, in that it would have to never become available to Drone Bombardment ships at any greater percentage than for any other ship. It would also require specific mention in the S8 rules to limit it to no more than 'y' web breaker drones per ship in any S8 legal fleet.

All in all, while I like the idea of some limited form of the web breaker drone, I don't know that I like it THAT much…

The Seltorians would not share web breaker technology because that would mean sharing Shield Cracker technology. That would mean another empire would be working on SC resistant shields.

The Klingons would have to obtain the technology after finishing off the Seltorians using captured samples.
