Well if the seahorse is just going to be that you pay a few extra BPV for a better guidance system and you use a second drone control channel to control the speed of the drone ( which eats into you ability to mass drones which is the essence of any kind of pop-up drone ) I don't think it'll be more difficult to have seahorse drones in the X2 period then in any other period.
