If (big if) new system(s) are introduced to discourage massed stacking they shouldn't require X2 tech.

Star Fleet History holds that X-ship technology made attrition units obsolete.
So far as I can tell, there was no corrersponding change in the game (baring the mods to phasers and limited Aegis upgrades to Fire Control systems) that actually had that effect.
We would likely have to leave it up to the steves to decide if this idea (or a variation of it) was the mechanism that rendered PFs and drones and bombers and fighters (etc) technologicaly obsolete.
I guess (again, pending an opinion/decision by the powers that be) heavy weapons systems of other races could be modified to have the same effect...
what we have to guard against is unintended consequences that have a bad impact on the game.
But to address Andrew Harding point, there really isnt any substantive reason photons couldnt be modified earlier than the X technology era. its just that SFH states that it was X-technology that made attrition units obsolete so it seems like a natural tie in.
I'll let the proposals board decide.

I should add, that this proposal is different from overloaded photons. I imagine the "High Yield" part actually damages the targeting and flight computers of small units (smaller than ships, anyway!) in such a way that they are either destroyed, "mission killed" or otherwise so seriously impaired that they can not continue to function.
the rationale would be that normal starships have redundant systems or systems that are more robust and rugged that are immune to the effects of the "High Yield Explosive Warhead".
The problem is that if the Small units (fighters, bombers, PFs etc) survive intact to the point where they could be captured or salvaged, it is a auto reject issue.
Far simpler to just say such units are destroyed.

I'd also say that any anti-stack system shouldn't be Fed only.
X ships do beat fighters given space, time and an opponent willing to endure a dull, losing game. Just stay out of range and pick away. The same method works on PFs, it just takes longer.

I can buy into that concept.
It seemed to me that the Photon Torpedo held the best claim to the ability of being able to impact multiple small targets (size class 5, 6 or 7 exluding mines and defsats) of the various heavy weapons used by the major and minor racees.
But if the Steves will allow it, we might finally have the miracle weapon that actually did make the attrition units go away.
(one caveat, hopefully the Andromedans and the Zorks, (what ever they are) won't have a weapon that could be modified to use High Yield Explosive Warheads!)
