The only arguement you could make is that different empires might have experimented with building small fast ships.
The Feds did build a DDF, but they only built one, and it was destroyed by a monster shortly after it entered service.
Further, the history of the fast light cruisers (as found in Module R11) makes it plain that smaller ships than full cruisers were not satisfactory for deep raids. So even if you built fast gunline ships, the fast raider would have to leave them behind to do a deep strike, and they would be accomplishing nothing sitting around waiting for a strike that was not a deep strike.
In essence, a waste of resources. The ships would wind up doing the enemy more good than the empire that built them because of the resources they would tie up in their construction and maintenance but would do little in increasing the deep raids fast ships were intended for.
Even the Federation CVF ultimately was lost while raiding alone despite the existence of the FXEs built to provide her with some escort on such raids.

Jim,
A) Nothing says other races did not also do a one off design, only the Feds unit has been shown to date.
B) I think Duffy hit the nail on the head, with further reasons why this unit was no longer relevant by the time of the Pacification Campaign.

The Feds do not have Stasis Field Generators, or cloaking devices, or wide deployment of phaser-Gs, or phaser-Gs on all of their fighters, or fast patrol ships, or onboard nuclear space mines, or launch tubes, or enveloping weapons, or casual fighters on virtually all of their size class 3 ships and many of their size class 4 ships, or large numbers of ships able to land on planets, or balcony and track systems on most of their ships, or Kzinti drone percentages, or the ability to double their engines, or stealth coating, or weapons with inherent Mizia qualities, or better access to type-IIIECM drones, or . . .
Yes, they do have SWAC Shuttles, and the only other gatling armed fighters in the galaxy (although in limited numbers), and photons can reach out to Range 12 on their attack fighters, and out to Range 30 on all ships from a police cutter to a battleship, and a one off CFS, a one off CVF, and a one off DDF, and they get to use phaser-Gs on their carrier escorts, and just about all of their escorts get to use some level of (R2.R5), and yes they get to use plasma-F torpedoes and the carronade/sabot/ecm plasma options.
But I really do not think they get "all the cool $%^&."

Steve,
I am in a campaign with Jim right now and just happen to be the fed, we have allowed me to have PFs, but no heavy fighters, but if Jim would like to have fast ships in it I will support that within our campaign if he will convince everyone else that I can have UIMs for my Photons;-)

CF = Fast Cruiser.
