A few quick points>
This far more powerful than SFG, with range 15 (!!) and the fact that the target ship is very very vulnerable to damage (i.e. 15 impulses is more than enough time to overrun and deliver a devastiting overrun even through a two-shift).
You also need SFG style "impulse reconciliation" rules for when the target unit is released.
And the fluff just doesn't fir. The Andros showed now sign of technological innovation from their arrival through OpUnity. They did field heavier classes of SatShips, but given that their motherships were already able to be configured for them, that's no innovation. The closest they came were the Exploiter and the Conq. version thereof, replacing somer mothership TRHs with TRLs, and that's not a technological innovation, just an adaption exissting ship classes with existing technology.
That, and if the Andros were able/willing to pull this off, why didn't they ever develop the phaser-1?

Suggested Class Names:
On a Dominator Hull: Demoralizer
On an Intruder Hull: Immobilizer
On a Conquistador Hull: Enchanter
On a Mamba/Python Hull: Death Adder

Alex...
Or something that looks the Ph-1 .
The ECM shift can be bumped up if need be.
The mauler was innovation (as far as we can tell).
Greater range yes, but more limited. Especially considering the generating ship cannot move and cannot fire on the target unit. + The target can still move. If playtesting happens and tweaking is required that is fine. That is why I called this the first draft. and like I said the equivilant to G16.7 is still being written (just don't feel like doing the math right now.) Although suffice it to say it will be identical with the exception of an added Z component for movement while in a temporal phase.
This could be lethal for a single ship to run into. But then again what Andro encounter for a single ship, when the andro has it's satellite ships isn't?

What prevents the generating ship from being able to fire other weapons at the target?
The mauler was a weapon deployed once the Andros went to an aggresive war posture, intent on systematically reducing Galatic bases and fleets and capturing territory. While there has been some conjuture the Andro mauler was based on observing Coalition maulers in action, it also very well be an Andro-designed weapon (or near equivalent system best modeled by the mauler rules) that wasn't deployed on ships until needed.

Love Andros, but don't like this.
<edit>
I guess I should say why I don't like it...
1. Too complicated. I've never used the SFG... probably never will.
2. I like to keep the Andros different. The mauler is one thing, but I want most of their tech to be different than Alpha tech. The MWPs are an excellent addition to Adnros... they ain't fighters, but they ain't PFs either. Nothin' quite like them anywhere (so far as I can tell).
3. If I were to give the Andros Alpha I wouldn't start with something so difficult to use as an SFG.
4. Any new Andro tech should be really, really odd. I've had an idea for a SatShip that is beamed out of the bay... and 16 impulses later explodes into a minefield. That's different tech.

My 0.02 - which are actually worth about 0.0001523 when converted to American $$.

Alex,
Because the rules say they can't .... have not worked out the exact reason for this... limitation of the technology most likely

Robert....
The exploding minefield ship sounds complicated..
In all honesty this would be an extension of Andro tech that is similar and yet very different to the SFG.
If it were relegated to the ATF (assuming that is still a planned product that would be cool too)
