Another possibility is to place the nation within conquered territory of an established race.
The Klingons and Lyrans both had roughly 50 years to occupy Hydran space. Just because the Hydrans have driven off their enemies does not mean that control has been established over all Hydran territory. If the now independant Klingon colonies start winning battles against the Hydrans, the Klingon Empire will return to regain that territory. If the Hydrans (with a smashed fleet) divert too much of their fleet to formalize Hydran control, the Hydrans risk another fall of the homeworld.
