My understanding of the discount rule was that you could order 6xCW and get the 24% discount even if you had fewer than 6 shipyards. If you have fewer than 6 shipyards, then it will take a few turns to process the backlog.
Consider the worst case example- you have only 5xCWSY, and wish to keep them full.
Turn 1- fund 6, build 5, One is left in the queue.
Turn 2- fund 6, build 4 of them, plus the leftover one from the previous turn. Two are left in the queue.
Turn 3- fund 6, build 3 of them, plus two leftovers. Three are left in the queue.
Turn 4- fund 6, build 2 from that batch, plus three leftovers. Four are left in the queue.
Turn 5- fund 6, build 1 of them, plus four leftovers. Five are left in the queue.
Turn 6- fund zero new ones, build five from the leftovers.
Choice number two that seems reasonable would be to treat them as five independent shipyards in which case you are still building the same number of hulls over 6 turns (30), but may have to fund them differently. That example is a bit more complex to explain without a picture and has less flexibility to boot so I'm going to skip it.
Note that you always had to order 6 to get the 24% discount. There is just some confusion on how to make it work when one has fewer than 6xCW SYs.

So I ask again::::
Does anyone find a abuse issue with the way the CW/DW construction rules are written:
Currently:
You cannot pad crew calcs since crew is generated at time of launch.
You CAN build any amount of CW/DW you wish...given the full 24% discount.

I do not seem so find any issues myself, however several rules committee members have struck up concerns. I am just trying to feel things out.
As the rule stands now:
Provided you have the funds you can make as many CW/DW ships you like in a single turn...regardless the max benefit is 24%.
Regardless the number you build in a single turn only the number of SY determines the number entering play in the turn.
Crew is calculated as they leave slips.
You are still limited to per turn construction rates.
Have I missed anything?

This may be violating several rules...but a (21st century) wet navy drydock / construction dock can hold 1 supercarrier (size class 2) or up to 3 attack class submarines (size class 4). Can the same procedures and capacity apply to GC shipyards?

Phil, Our shipyards can only hold/build 1 ship at a time.
