1. ESS (best AF/DF for the buck, One ESS ship can effect all your ships in an engagement and add 1-8% AF or DF per ship. This is huge. A must have tech.)

It may be the way I am playing but I am not in love with Specialized SY. Maybe starting from the beginning might make me better aware of their utility.

Specialized SYs provide a 15% discount to basic hull construction. The only cost to implement is one turn to perform the conversion. Using Tholians as examples, I can convert a SC4SY to a DDSY. Although I can only build a DD in the shipyard, this includes all available conversions and/or refits of the DD hull. In a SC4SY a DD costs 80 eps to build. In a DDSY it costs 68 eps. A DDS would cost 90 eps in a SC4SY and 77 eps in a DDSY. This savings adds up rapidly if I have several Spec. SYs in operation, particularly for expensive ships. An automated shipyards provides an additional 10%, but limits the builds to the exact ship being built...A DDSYa could not build a DDS. In a BBSYa, a 400 EP BB would only cost 300 EP.
Most races will continue to add SYs as their income and demand for more ships increases. If you have 20+ shipyards the savings could be 100s of EPs per turn.
U6 Tholians have been SC4 heavy and I have a found that a mix of PCSYs, PC+SYS, DDSYs, and SC4SYs has provided flexibility in the builds, while saving a lot of EPs for other uses.

I think the top 10-12 will make every ones list in some sort of order. IMO Enhanced Special Sensors is far & away the best tech to get if you intend to wage a war. If you are like most Galactic Conquest players who like to play Galactic "Build Ships & Move Them Around, Do Nothing & Make Friends" Conquest, then ESS should be way down your list.....

Max EW system (non HW major).
5x+SP,24x+BHB 120+48 168EW is the most you can get in U7 from system defense.
anyone manage to top this?

Yet 5% is the most special sensor EW that one may shift on the damage percentage. Not counting the other modifiers from all sources of course.
Special Sensor advantage - max of 5%
Super Avionics (+1% per level) - max of +3% applied to special sensors.
So a max of 8%.
Stasis Field Generator (2% per SFG, max of 4 SFG) – max of 8%. This is in addition to special sensors.
So 16% combined is the max EW damage percentage shift. (I may have missed some).
There is the new EW tech...
ISS – Primarily used to negate Andro PSS.
AAP – Primarily reduces EW by 4% in the squadron that it is in.
The question that I have is: Should there be a cap on the EW damage percentage from all sources? Or is 16% OK?
I ask this after looking at the statistical damage chart. If one decreases one's opponents damage percentage by 18%, bad rolls will do no damage at all. Good rolls will do very little. For Regroup or Evasion, good rolls do no damage at all. Only a 1 at Nominal would do a paultry 2%. This may be the intent - however, this is unbalancing in my opinion.

I don't see a problem with the EW/SFG shift as written. There are tactics that can be used to counter the perceived advantage....I won't post them here...Andro spies are everywhere.
.....The U7 Defenses described above could be wiped out in one combat round by one very good SQ.
