Gregory, you can purchase all you want from the Klingons. However, you have three problems in doing so.
1. The Klingons can only produce one tug per year and that is in place of a heavy cruiser. The Klingons might not be willing and/or able to build a tug to transfer to the Romulans.
2. Delivery and spare parts. Once the Feds get going good it becomes easier for them to cut the supply line between the Romulans and Klingons. This may also cause spare parts issues under (442.8).
3. Conversion to Romulan technology. You have to pay a number of EPs to convert the Klingon tug to Romulan technology. Generally these are EPs you really can't afford to spend on this type of conversion.

It's all about the tradeoffs. A 3rd KRT for the Romulans isn't a huge cost if a player thinks they really want it. It's tempted me a few times, enough that I looked at the rules about it.

Is this tug going to be better than a KRT? I think it would be a little crazy but plausible for someone to suicide a KRT to buy this thing if you put that proviso in.
I still do not see the need. Even if you lose both KRTs there are no vital tug missions the Romulans cannot do.

1. It has been my experience that often the Klingons are pretty flush with tugs and can spare one.
2. Definitely an issue depending on how the war is going.
3. If the Romulans cannot afford the conversion cost they definitely cannot afford to build a tug themselves. I realize this means the Coalition spends more total but I usually find that even after exhaustion hits the Klingons are in a better economic state than the Romulans to eat more of the cost. Plus once the strategic offensive peters out the Klingons can almost certainly spare one of their non-combat tugs.

I'm an F&E player.
The Roms don't need a MC1 tug. The SPHs work fine.
Let's leave this one (FHT) as conjectural, OK? (And if the intent is to try to create *another* design, we definitely do NOT need one...)

Thanks guys about the KRT. Do not play F&E was wondering about just buying one.
I have to say the Romulans do not need this tug at least in SFB.

Gregory. The Romulans may or may not need a locally produced MC1 tug. It is my opinion that they could have need of one had certain things gone differently during the General War. That said, they have an optional one in the FHT in Module R11 subject to the agreement of players in a given SFB scenario or SFB campaign.

As I stated early the Klingons have 7 tugs available to them at the start of the General War (Fall of Y168). That said the Klingons have need of their tugs and ships both already completed and those to be built in later years (F&E Turns). In any given F&E game the Klingons may or may not have the ability both to build a Tug and deliver it to the Romulans for their use.

The supposedly easiest way to build a "true" Romulan movement cost 1 tug would be to install "H" modules on a FireHawk or RegalHawk and then insist on using the SparrowHawk-H rules as is (collapse the modules to carry Klingon cargo pods or BLM pods or etc.). SVC would have to decide if the "warp dynamics" work out (just because a SparrowHawk-H's movement cost is not impacted by carrying two Klingon type cargo pods, it does not mean that would also apply to a larger hull, and carrying two cargo pods might result in a movement cost of 1.25 or even 1.50 in its case).
