TBH: I don't even know if this is a good idea or not, BUT...
It is my understanding that mortars are frequently used to deliver smoke rounds. What about giving them a similar capability in SFB?
Some basic thoughts are to have Trans-Mortars operate exactly as normal for arming, firing, and time of transport. The only difference is that some of the (G51.46) ammunition can be replaced with smoke rounds.
The effect of smoke rounds could be something like the effects of Alunda Plasma Cloud Generators (OG3.0); the round generates an obscuring field that is treated as natural ECM for any weapon fire through it.
Some further thoughts are for it to slowly spread. On the impulse of impact, it only puts its cloud in the hex of impact. Two impulses later, the six hexes immediately adjacent to the hex of impact have smoke, and FOUR impulses after that (six impulses after the impulse of impact), the smoke extends to a radius of two hexes from the hex of impact.
The smoke remains for a total of sixteen impulses, including the impulse of impact, before being removed.
The effect of the smoke is to give a unit being fired upon through the smoke two points of natural ECM for every hex of smoke between it and the firing unit on a direct line of sight.
Again, I don't know if this is a good idea or a bad idea, but in the unlikely scenario that it's the "One in a Google" good ideas out of my cocoanut, I wanted to put it out in the open...

Can't forget environmental affect (Wind/rain etc) on how long it stays or direction it might move.....
With the advance of targeting sensors, what would the smoke have to contain to make any ecm....

What's in the smoke? Can't even begin to guess, Mark, but given that the Qari are a simulation race, does it matter?
As far as what the environmental conditions are that will affect it, we can toss back some Cold Ones as we go through Section P.0 in the rulebook and throw out some guesses.
Only thing I can even begin to guess at there would be using one near an inhabitable Federation planet would result in lawsuits over violating some "Environment Protection Regulations..."
