Tractor on shuttle?
Well, the Prospecting shuttle (R1.F12) and its variant the Salvage shuttle (R1.F24) have a "tractor lifter," but probably not strong enough to do the job. On the other hand, the Recovery shuttle (R1.F22) and the Heavy Recovery Shuttle (R1.F23) are noted as having a tractor beam.

Speaking of shuttles.
You know, (C13.98) provides for shuttles docking externally to ships. Of course, under the restrictions of (C13.9814) if either unit (the shuttle or the ship, or shuttle if docked to another shuttle) exceed a speed of 1, they become undocked. But that leaves a gray area, as what speed is a "Tactical Maneuver" or "sublight tactical maneuver, or "zero energy turn?" Under (C13.926) docked ships may make a tactical maneuver, but then two ships docked together can be moving speed 2 (C13.921) as long as neither ship is moving faster than Speed 1 (C13.921). So you are in a somewhat nebulous situation where, supposedly, a docked shuttle could change the ship's facing (or even the hex it is in) by 1 every two turns.
Okay, I can see the men in the white coats have arrived to take me away.

If they're in a nebulous situation, shuttles in the nebula are automatically destroyed so no tacs.
