You mentioned that you did not have your rules handy, so I was (in my usual heavy handed way) answering the question of why the paper did not work for one and all to understand (and also to allow people the opportunity to say "You are wrong because of this rule you missed, Petrick!").

The Hard part of Term Papers is finding something that has not been already done. I would love a book of all of the best term papers to date. So much good tactile advice in them.

Good question, Stewart.
I think I'd still like to see them, possibly with an explanation as to why they're no longer relevant attached to them.
To be honest, though, even the earliest ones should still be relatively good, if not perfect; the changes that were done when the Doomsday Edition came out weren't major (unlike the changes that have been done with new editions of a certain roleplaying game of underground fire breathing reptiles ).

As we did that in Captain's Log #13 (which is, I admit, almost 41 issues ago since we are about to do Captain's Log #54), do you really want to buy the papers all over again?
Captain's Log #13 had all the papers from Nexus #1 through #18 and Captain's Logs #4 through #12 (Captain's Logs #1 through #3 did not have any term papers).

Just my opinion, but it seems to me that this should be a face book feature, (FB).
Post one term paper a week, starting with the very oldest, to the SFB face book page. If possible, Include a short comment indicating if it’s still valid, and if not, why it’s not valid.
The purpose is to increase traffic to the FB site.
Collect the FB posted term papers for republishing in hailing frequencies tactics section.
If you can, let players post comments discussing the term papers.
You and SVC have more important things to do than waste a lot of time revisiting 40+ year old term papers.
If it increases interest in the game, the web site, and the news letter, it would be well worth the two minutes once a week it takes some one to post it to FB.

What I would love would be an electronic (aka searchable) collection of term papers/tactical primers/academy. I ran into this complications this week of wanting all the tactics goodies on a weapons system and have spent my available free time over many days looking through old CL's trying to gather all anything relevant. Didn't used to be such a huge task but now that there are fifty-some and counting CLs to dig through it has become a lot of time and effort.
I get it would be hard to turn into a product since it would require updates everytime a new CL is put out but hey, if the wheel don't squeak.

Question: With all the term papers/tactics already on file, what happens if someone here accidentally submits something that's already published? Anything (aside from public humiliation)?
My reason for asking is I've had a couple ideas that, if I can imagine them, are pretty obvious (or awfully stupid), but there is still the "One-Chance-in-a-Million" (or higher?) that, while it's occurred to lots of players, nobody's submitted it yet.

When we grade papers one of the categories is "already published". It happens more than you think. Especially if the paper is an older one.

When doing energy allocation for fleets, have some small ships fly faster than the large ones and have them fly a "Weave," criss-crossing their way through the bulk of the fleet.
This will enable them to "Dart Out" and screen the fleet against seeking weapons and their better turn modes will enable them to turn back in to the protective cover of the larger, more heavily armed ships.

In fleet actions, there are certain small ships that are capable of maintaining their battle effectiveness while operating at higher speeds than other ships in the fleet; a Federation Drone Frigate accompanying a "Bombardment" fleet comes foremost to mind.
Using this ship and fleet as a reference, the Drone Frigate is able to maintain the higher speed AND has a superior turn mode. If the drone frigate has its energy allocation set to operate at a higher speed than the rest of the fleet, she'll be able to use that and her superior turn mode to criss-cross the rest of the fleet while not interfering with the turning capability of the ships she's supporting.
If the fleet is facing enemy drones, she will be able to position herself as the front-line defense against the incoming drones (a purpose which the ship is meant for) as well as supplying the ships she's accompanying, especially Destroyers, with ECM drone protection.

Scatter Packs to the Defense.

Often when playing a Fed/ Kzinti/ Klingon/ WYN you will be closing to use your direct fire vs your enemy...
One neat trick is to launch a scatter pack at an appropriate range loaded with a single III ECM drone and a fast release timer targeted on yourself.
So you drop it at range, close at medium high speed and when the SP pops out comes a III ECM drone that will close up with you to give you protection.
Why bother? Because you want to preserve your racks for shooting at the enemy!
This is probably best combined with a regular SP at the same time, so you get maximum usage of your drone stocks.
If the enemy shoots at this Sp when it is at range with a narrow salvo, even if they bust it, you have reduced their direct firepower for the turn considerably for just the cost of a shuttle plus the drone...
