I like the idea of a refitted Cargo hauler.
1 It would be easy to do. Cost very little and can go back to hauling cargo/whatever after wards.
2 It gives the Seltorians practice at converting the big cargo haulers. Not very innovative them bugs. It would show them it could be done and thus made into the BW and Hive ships.
3 A planet wide revolt that would need the troops. You do not want to bomb the world back into the stone age. You want the working facilities. However there is no real hurry. They are not going any were. Web fortress any space defenses. Then bring in the hauler full of bugs and take back the facilities.
Punish them how you see fit afterwards.

"Bomb the world back to the Stone Age." Depends on the scale of the revolt. If it is just one planet, you are gong to just bomb what ever orbital defenses it had that might shoot at the landing forces, and send in landing forces. If you are going to make an example of the planet, the landing forces will be instructed in the expected severity. (Kill everyone who was a member of the planetary leadership, kill every 10th inhabitant of the population who survives, cut off the left hands of the survivors, what have you, history provides many examples). If the revolt as big enough (a dozen planets say), then you might pick one planet for "special attention." The point is for everyone else to know that "revolt is a bad idea (tm)." So do not do it. And as long as you are providing the Will with what it demands, you can live your life under your own (corrupt) leaders.

I should also note that there is a precedent of sorts in (SL288.46) from Captain's Log #41, in terms of swapping out shield crackers for phaser-1s with the same firing arcs. In that scenario, this is to fight Juggernaut Empire warships, against whom shield crackers are mostly useless; hence my suggestion that any siege variants sent against the Nebuline could consider this option also.
Actually, if the Juggernauts (or other extra-galactic invaders, such as the Andromedans) were to appear in force in M81 post-Revolt, such siege variants might be of use against them as well.
