I was reading Captain's Log 40 and came across an interesting tidbit.
The Klingon F5W appeared too late into the war to sell to the Romulans, since the Alliance had already completed Operation Wedge by the time the Klingons produced enough to sell to the Romulans, and the Coalition's Operation Nutcracker was a failure. By the time of the Andromedan war the Romulans had become such a basketcase country that they were on the verge of collapse if not assisted. The Federation, Klingons, Tholians, and Gorns cooperated to bring the Romulans up to strength so that they would not be annihilated by the Andros. Part of this effort was assisting the transfer of Klingon ships to Romulan shipyards for conversion.

Quote:The end of the General War found the Romulan Empire in a much weaker state, its economy devastated with the disaster at Remus, and made even worse by the internecine struggle of Rolandus's attempts to restore the Empire. While the Inter-Steller Concordium's pacification campaign did little additional damage, the Andromedan conflict was a major drain on the already depleted economy. While no formal anti-Andromedan alliance existed, the Federation, Klingons, Gorns, and Tholians all recognized that a collapse of the Romulan Empire would only serve Andromedan interests. Simply providing the Romulans with economic support would not do as its remaining ship construction capability was already operating at maximum capacity. So it was agreed that the best help would be to provide the Romulans with additional warships. As the Romulans still had a limited ability to support ships of Klingon manufacture, the Federation and Klingon Empire shared the costs to provide a few squadrons of Klingon ships to the Romulans in Y192. (The Gorns and Tholians simply agreed that something needed to be done to bolster the Romulan defenses and did not interfere in the transfers.) Among the transferred ships were several F5Ws (the precise number is not known, but it was probably fewer than ten).

Engine size on an SSD is not an indication of Technological compatibility. The transfer of Klingon ships to the Romulan empire in the period made use of the earlier transfers and the Romulans had some experience working with the designs. This would (while attempting to provide useable hulls) technically further worsen the Romulan Logistic situation by adding a new line of spares and replacement parts to keep the ships operational.
