(S_.0) DRONES VERSUS PLASMAS AND FIGHTERS VERSUS PFS (Y182)

In the dark, desperate days after the fall of Remus, the Romulans were faced with little but bad choices. Their economy was in ruins from a combination of territorial losses and running on wartime exingencies for 14 years. The ISC was slowly but surely moving against their Eastern flanks. Though it was not the case, they feared another mass offensive by either the Federation or Gorns or even both. Even without another large-scale offensive by the Alliance, there were more than enough Federation and Gorn ships in the theater to cause them further troubles.

They decided their best hopes lay in an "economy of force" strategy where they could try to knock out key units on the other side cheaply in order to at least delay the inevitable collapse. Their first target was the CVB(name) that had been left in the theater and was wreaking all sorts of havok on their supply lines.

After all if just a handful of interceptors could take down the feared Federation CVA, a squadron of even more advanced Tribunes should be sufficient to end a lowly CVB.

Probably 2 CVS, 1 CVH, 3 NCV, 1 NDS, 1 NSV, 2 NVS, 2 NVA, 8 NVH, 3 DWV, unk DWH, 1 FBV and 4 FV losses post Op Remus through the end of the war.

This analysis was done for tracking the number of ships available between Winds of Fire start of Y181S and the ISC War start of Y185F. NOTE: Its possible that a number of the losses were just scrapped at the end of war as being obsolete or to worn out to economically fix.

(S_.1) NUMBER OF PLAYERS: 2; the Federation player and the Romulan player.
(S_.2) INITIAL SET UP
Federation: CVS (12*F-15), NAR, DER start within 5 hexes of 4201, heading E, speed max, WS-III
ROMULAN: SPE (6*Tribune standard squadron), SPA start within 5 hexes of 0130, heading B, speed max, WS-III
(S_.3) LENGTH OF SCENARIO: The scenario continues until all units of one side have been captured, destroyed, or have disengaged.
(S_.4) SPECIAL RULES
(S_.41) MAP: The map is floating. The Federation player may only disengage in direction A. The Romulan player may only disengage in direction D.
(S_.42) SHUTTLES AND PFs: Shuttles and PFs will have warp booster packs.
(S_.421) MRS shuttles may be purchased [up to the limits in (J8.5)] under (S_.431). Though only the CVB and SPE is qualified to carry one.
(S_.422) If using EW fighters, one fighter in any squadron of eight or more can be an EW fighter. If not using EW fighters, it will be a standard fighter of the most common type in the squadron.
(S_.423) PFs are available as balance items in some variants.
(S_.535) A single SWAC shuttle can be purchased by the CVB using Commander's Option Points.
(S_.43) COMMANDERS OPTION ITEMS
(S_.431) Each ship can purchase additional or special equipment as Commander's Option Items (e.g. T-bombs, extra marines, etc.) up to 20% of its combat BPV. See (S3.2) for details and exceptions.
(S_.432) Each drone-armed ship can purchase special drones up to the historical racial percentages as part of the Commander's Option Items. Note that (S3.2) allows drone ships extra points for this purpose.
(S_.433) PRIME TEAMS: If the players wish to use the optional rules for Prime Teams (G32.0), the CVB or SPE may buy one team with its commander's options.
(S_.44) REFITS: The ships on both sides have all available refits. All of the escorts have full Aegis.
(S_.5) VICTORY CONDITIONS: [Victory conditions should be dependent upon the status of the CVB (a small penalty if it's crippled) and to a much smaller extent its escorts. The fighters and to some degree the escorts can be easily replaced. The PFs should collectively be worth about as much as the DE, and can be replaced without too much pain. Losing or even crippling the SPA should be expensive as local repair facilities are overloaded. Losing the SPE is a major disaster and quite likely will never be replaced. If it's crippled, a very small penalty as the Romulans would make it a priority to repair.]

(S_.6) VARIATIONS: This kind of event happened frequently to the Federation. The scenario can be played again under different conditions by making one or more of the following changes.
(S_.61) Replace the existing forces with Klingon D5W, D5P, F5W.
(S_.7) BALANCE: The scenario can be balanced between players of different skill levels by one or more of the following changes.
(S_.71) Add an SC to the Federation side.
(S_.72) Add a SKA to the Romulan side.
(S_.72) Change the CVB (which was quite rare), with a CVD and its associated fighters.
