A small ISC task force was ordered to destroy what was thought to be a poorly defended factory complex, dedicated to upgrading sublight warships to warp capacity. It was thought that destroying these facilities would substantially reduce the kind of threat the Romulans were still capable of making. The people of the planet, not wishing to simply surrender, counterattacked with the produce of their factories. This fight pitted the most ancient of warships, eras beyond their time, against the most modern military force in the galaxy.

ROMULAN: KE, 2*WE, BH, 2*SNB speed max, WS-III. The Romulans may start out cloaked.

There's more to come. There's a planet there somewhere. I'm inclined to give the Romulans poor crews to show that civilians rather than trained military were crewing their ships and let the Romulan player bid on how many GBDP-4 they needed to make it a fair fight.

The Victory Conditions should probably be solely based on whether or not the facilities survive the attack.
