Because you have to have a limit on Super Units. Imagine if you will the Federation threw caution to the wind and built a 100% Carrier fleet.

What would it look like if every hull was a Carrier or Escort?

Yes that extreme but flip it and have the Klingons build nothing but C8 C7 D7C D5C FWC and F5C with the occasional heavy Scout toss in? Or a fleet of all Drone Bombardment Ships?

There has to be limits to keep it a fun game. Not who can abuse the build schedule the most.
