(S_.1) NUMBER OF PLAYERS: 2; the Hydran player and the Romulan player.
(S_.2) INITIAL SET UP
HYDRAN: CHA, CHC within 3 hexes of 4002, heading E, speed max, WS-III
ROMULAN: NH, SPA, SKA within 3 hexes of 0328, heading B, speed max, WS-III. The Romulans may start out cloaked.
(S_.3) LENGTH OF SCENARIO: The scenario continues until all units of one side have been captured, destroyed, or have disengaged.
(S_.4) SPECIAL RULES
(S_.41) MAP: MAP: The map is floating. The Hydran player may only disengage in direction B. The Romulan player may only disengage in direction E.
(S_.42) SHUTTLES AND PFs: Shuttles and PFs may have warp booster packs.
(S_.421) MRS shuttles may be purchased [up to the limits in (J8.5)] under (S_.431).
(S_.422) If using EW fighters, one fighter in any squadron of eight or more can be an EW fighter. If not using EW fighters, it will be a standard fighter of the most common type in the squadron.
(S_.423) The Hydran fighters have megapacks of the appropriate kind.
(S_.424) PFs are available as balance items in some variants.
(S_.43) COMMANDERS OPTION ITEMS
(S_.431) Each ship can purchase additional or special equipment as Commander's Option Items (e.g. T-bombs, extra marines, etc.) up to 20% of its combat BPV. See (S3.2) for details and exceptions.
(S_.432) There are no drones in this scenario. In variations with drone-armed ships,each drone-armed ship can purchase special drones up to the historical racial percentages as part of the Commander's Option Items. Note that (S3.2) allows drone ships extra points for this purpose.
(S_.433) PRIME TEAMS: If the players wish to use the optional rules for Prime Teams (G32.0), the NH or either of the Hydran command cruisers may buy one team with its commander's options.
(S_.44) REFITS: The ships on both sides have all available refits.
(S_.5) VICTORY CONDITIONS: Use the Standard Victory Conditions.
(S_.6) VARIATIONS: This scenario is pretty specific for the two races.
(S_.7) BALANCE: The scenario can be balanced between players of different skill levels by one or more of the following changes.
(S_.71) Add an DWS to the Hydran side.
(S_.72) Add a SPC to the Romulan side.
(S_.8) TACTICS
HYDRAN: Don't run over a Nuclear Space Mine. Be careful of transporter bombs. Use your fusion-armed fighters to destroy or severely damage one of the shields on one of the Romulan ships. Use the hellbores on the command cruisers and hellbore-armed fighters in volleys to strip the ship of its weapons and power.
ROMULAN: You can buy a Nuclear Space Mine for each of your ships. You can buy transporter bombs. You have 16 Ph-1 and 12 Ph-3. Use them to keep the fighters away from range 2. Cripple the fighters before they can close. This only takes 8 points of damage for each fighter. Keep your speed up and stay at range.
Design Note: Jay Williams, North Carolina helped out tremendously with this scenario in both the force design for the Romulans and subsequent playtesting. I don't know if he wants credit for this here.

See (G13.63), which states the Uncloaked force (i.e., Hydrans) start at WS-I, not WS-III. Romulans are limited to Speed 4. Otherwise you need to include exceptions for the starting positions, and yes, you do need to have a scenario introduction that explains why this situation can occur. Theoretically you are trying to create a scenario where the Romulan task force in Klingon space (still waiting to be written by someone) has one of its encounters with the Hydrans, and you should take a look at Operation Cavalry [(SH11.0) If I am remembering the name and scenario number correctly] and include one or more of those Romulan ships. The Hydran Kingdom is a long way from the Romulan Empire and could result in some shortages for the Romulans (shaky supply lines through Tholian space after the Alliance cut the Klingons off from the Romulans).

In the confused fighting when the Alliance pushed Coalition forces out of Federation space and permanently separated the Klingons from the Romulans, several Romulan ships found themselves stranded in Klingon territory. Some of them were converted to Klingon use (most notably the RKLs) and the rest were adopted as homeless ships. There were never very many of them, and they were concentrated on the Hydran frontier. They made excellent raiders with their natural high speeds when arming or holding weapons and were used for this purpose. The Hydrans tired of the raids set a trap of sorts for the Romulans, sending just enough force where they would be likely to prevail, but not too much to scare the Romulans away. To that end, they sent two complimentary heavy command cruisers on a patrol in the area where the Romulans had been known to be operating.

Petrick, is this more in line with what you were looking for? There's a historical scenario from one of the early Captain's Logs about a Klingon task force that was left in Romulan space and their efforts to prevent the Romulans from brokering a separate peace. We already know that some Romulan ships were stranded behind Klingon lines. In F&E terms, it's much cheaper to adopt a small amount of homeless ships than it is to convert them to your technology.

Roms will have a big issue with Hydrans. All those gatlings will eat plasma big time.
