I propose a new use for reserve warp engine power could be to improve a ship's turn radius by one hex for the next turn only, and cannot be used on adjacent turns unless the ship is nimble or an X-ship. The cost is one hex of movement at the ship's movement cost.

The effect is that the warp engines create a bubble that gently pushes against the ship in a turn allowing it to make its turn one hex sooner. Basically, the ship rebounds off the bubble in the desired direction.

I suppose this power use could be allocated as well, but I hadn't considered that until just now.

We already have a way to lower your turn mode. It is called a HET (high energy turn). Also if You want a lower turn mode You could downshift to a lower speed then change speed after the turn. 8 impulse delays but can be done. Tractor tricks as well grab a friendly ship, and you slow down. Make the turn and release the tractor and back to full speed.

Gregory, although all of that it true, an HET costs more and has potential consequences. A downshift requires planning in advance, and tractor tricks may not be available or feasible.

Nothing you mentioned means this idea should not be considered.
