In most known areas of the Star Fleet Universe, one might expect to find the use of a "heavy" phaser, or phaser-equivalent weapon, akin to the Alpha Octant or M81 Galaxy phaser.4, or the Lesser Magellanic Cloud's heavy warp-tuned laser.
Of the various phaser-type weapons to be found in the Omega Octant, however, only two of these have set rules in place at this current time of typing: the Alpha-type phaser-4s used by the Federal Republic of Aurora, and the heavy Gauss cannons operated by the Qixa Amalgamate.
And, technically, we know of at least one faction in Omega which would not make use of such a "heavy-calibre" phaser type: the Andromedan Invaders.
Which raises the question: of the other phaser types known to exist in Omega, which ones can be expected to have "heavy" iterations of their own - and what kind of rules (and weapon tables) would be best used for them?

Firstly, it might be best to consider how many phaser types are being talked about here, and which of those might be expected to have "heavy" types.
In this, per the 2011 Omega Master Rulebook, the rules covering Omega phasers under (OE1.0) formally state that wide-angle phaser-4s, microphaser-4s, radiation phaser-4s, particle phaser-4s, quantum phaser-4s, and antiproton phaser-4s all historically exist. indeed, their respective repair costs are marked under Annex #9.
Phaser-W4s, phaser-M4s, phaser-R4s (on Trobrin units), phaser P4s, and phaser-Q4s are each marked as having a repair cost of 10.
Phaser-A4s are instead listed with a repair cost of 12. (This lines up with the increased repair costs of phaser-A1s relative to other "medium-calibre" phaser types.)
While phaser-R4s on non-Trobrin units have a repair cost of 15. (As with other radiation phaser iterations, this is due to the likes of the Bolosco and Zosmans lacking the innate radiation tolerances of the silicate Trobrin species, and thus having to install additional, and costly, radiation shielding in order to protect their crews.)

As for other known Omega phaser-equivalent weapons:
There appears to be no evidence that phaser-4-equivalent versions of the dark matter pulsar, sonic pulser, pulse emitter, or bioelectric bolt exist in-universe.
Of these, there are potential technological, logistical, or in one case biological, factors in play that would prevent such "heavy-calibre" iterations from functioning.
Still, it 's possible that one or more such weapons do in fact exist, though I might suggest that they be a lower priority in developmental terms for the time being.

So, the field is somewhat narrowed down to six, to start with at least.
Of those, I might suggest beginning with the wide-angle phaser-4, as it is used by the broadest variety of Omega empires, and might be the easiest to try and "dial in" in that it doesn't have unique phaser-type rules (such as those for radiation or quantum phasers) to worry about.
Rules-wise, one can assume that it follows most of the same rules as other phaser-4-alikes: it takes up two option mount spaces; it requires the use of positional stabilizers; it adds two points to the unit's phaser capacitors; and so on and so forth.
Which leaves the weapon chart as the biggest thing to address. Any thoughts?

On a side note: just as historical Juggernauts use weapons equivalent to a "standard" phaser-4, it might be interesting to one day speculate on some kind of "monster" faction that uses one or more of these Omega phaser-4 types instead.

I made a slight oversight, in terms of wide-angle phaser "special" rules: unlike most other Omega phaser types, phaser-Ws cannot use non-violent combat.
Which might be more of an issue for certain ships so tasked: there's at least one historical example of this being obliged upon an Iridani Questor.
Whether or not a large base might find itself in the same situation is, perhaps, another matter...

One aspect of these heavy phaser types which one might expect to see is a somewhat shortened set of maximum ranges, relative to the Alpha-type phaser-4.
For comparison's sake, none of the "native" equivalents to an Alpha Octant phaser-1 have the same maximum range; indeed, some of these (especially the phaser-A1) have significantly reduced ranges by comparison.
Similarly, while the "standard" Gauss cannon has a range of 35 hexes, the mega-Gauss cannon has a range of 75 hexes.
In campaign terms, this would have an impact, in terms of how far from a given large Omega base an enemy force can safely begin their approach at tactical warp speeds - when not using such things as cloaks or Stealth fields, at least.
And, if you notice that this gives a slight advantage at extra-long range to those empires in Omega which do use "standard" phaser-4s on their bases, such as the FRA... that would match the comparatively slight range advantage they presently enjoy in long-range squadron or fleet actions, courtesy of the not-so-humble "standard" phaser-1.

There's also the question of how much drop-off in power the various Omega Phaser-IVs have at middle to longer ranges.
IIRC, the Mega-Gauss Cannon has separate chart lines for ranges zero, one, two, and three (at the very least), much like most Phasers have.
Again, IF I remember correctly, the Canon, standard Alpha Octant Phaser-IV has one column for ranges zero to three. Do we use THAT as a standard for the charts for the various Omega Phaser-IVs and put the Qixa at a disadvantage, or do we have Omega type Phaser-IVs drop off their damage more quickly than Alpha Phaser-IVs?
One thing about the Qixa is that they do make some use of phasers in addition to their Gauss Cannons; Wide-Angle Phasers, if I remember correctly.
Thinking about it, if the Qixa, on a MAJOR base make use of PW-IV AND Mega-Gauss Cannons, the Qixa player playing the defense will have to weigh the advantages and disadvantages of using those longer ranged, harder hitting PW-IVs against the disadvantage of the Cloud induced feedback!

So far as the phaser (and phaser-equivalent) rules are concerned:
Part of the issue is that mega Gauss cannons are designed to provide a "spark mode" firing option when used inside the Cloud. But then, it's still a fairly useful "heavy calibre" weapon outside of the Cloud.
Now, one could say that this is accounted for by the added BPVs charged for Qixa units when operating inside the Cloud. In which case, one could side-step the issue by focusing solely on the way in which this weapon operates in open space, relative either to an Alpha-type phaser-4, or to any of the proposed Omega phaser-4 types to be considered here in this thread.

Also, speaking of weapon charts:
One useful point of comparison might be with warp-tuned lasers, as seen out in the Lesser Magellanic Cloud.
Their range brackets are quite interesting, in that there is significant overlap between laser types (even as far as the heavy laser), and how the points of damage being rolled for in each bracket differ from those of either a phaser-4 or a HGC at each range in question.
Which is not necessarily to say that any of the Omega phaser-5s need follow the same template. Still, the more viable points of comparison in published works, the better, perhaps...
