The shuttles will survive longer since they won't go near the MCIDS. Since most monsters are very predictable in how the move, the shuttles can readily be placed in proper position and therefore make defeat of the monster much simpler and easier. That looks like a lot of scenario rebalancing for a special rule I am dubious about. (Determining the exact center point may not highlight the critical weaknesses for a specific monster.)
Want the same effect: create a monster that needs to be examined on every facing with appropiate special rules.

Here is a list of things that a shuttle can do.
Ph-3 platform (least useful but effective)
Superior drone platform (SP)
Superior anti-drone platform (ShP)
Superior anti-fighter platform (12xT-6)
Save the ship from seeking weapons platform (WW)
Sensor package
The only way to kill some monsters platform
Pretty good as a Seeking Weapon for non-SW races and others. (SS)
Carry Ground Troops into and out of battle.
Ground Attack point.
Evacuate personnel just prior to destruction of ship.
Did I miss anything?
With all these things, most of them vital to a solid stratigy, if the shuttle could do more when would it have time to do it?

Additional target
Deception tool (pseudo any of the seeking weapons)

Cargo transfer. (Especially drones from ships with excess to those without.)
T-Bomb "flashcube" detonator against cloaked targets.
General Damage/Power sponge (few players can resist phasering or tractor dragging a stray Admin).
Power tracking confusion device. (Hmmm...I come up 1 pt short on my opponent...WW? SS? Something else?)

Some of those I'm embarrassed for missing and some are good tactics. But they all reinforce my post because there is a few here that already fall under "The shuttles are already too busy to do that".
I'm not saying the seach should end. No way, but I'm am saying it a heck of a challenge to find something of sufficient value that it would actually be used instead of what is currently available.
Now if ships typically had squadrons of shuttles that would be a different story but they don't. They usually don't have enough... except for Gorns... maybe... and BCH's...

Tribble delivery platform. The klingons have been known to use this form of Biological warfare against Fed neutral zone planets.

Um, I don't think Klingons would voluntarily have anything to do with Tribbles.
Now, the Feds could be using them as psychological warfare against the Klingons...

That should constitute a PSYOPS mission.
A terrible blow to the Klingon Psyche that something as small warm and fuzzy as a Tribble detest Klingons catagorically.
About on a par with one finding one's mother never loved one...
