F&E Scenario idea. balkans. Take federation, slice off about three or four chunks, make them independent (assuming collapse after a general melt down) and have the core region try to reassert power. Somebody write it up.

In the Commander's Edition, the plasma races (Gorn, Romulan, and ISC) had the option of a "D" Refit. For the Gorn and Romulans, it replaced 2 Plasma-F with 2
Plasma-D (LS/RS). The ISC replaced some of the rear Plasma-F with Plasma-D. These refits were removed from the Captain's Edition, with the Plasma-D limited to
escort ships. A SSJ article covering D-Refits would bring them back as an alternate history.

I submitted a F&E scenario called "The Tornado" which began the General War with the Klingons attacking the Federation....it's been well over a year since I sent this
in, and I remember there being some minor enthusiasim from people. If I remember correctly I had run part of it and found some things that needed fixing in the first
few turns (initial placement of forces, change in Romulan production, etc) and I would have to revisit these as problems.
I was just curious if there was ever any hope of this proposal ever being looked at or if it's been tabled and I should just forget it.

Shouldnt this be tenatively subtitled Captains Log # 31?
(just seemed like every other week somebody thought they "discovered" that SSJ#2 was either going to be cap Log #28 or questioned whether it "ought to be" something else.)
putting Captains Log in the title line might save redundant posts down the road...

Carnavon General War ships, that's all I have to say.
Just like SSJ#2 has Paravian.
Rules for them invading like the Paravians, or even a one page mini-map to represent Carnavon territory between Kz-Lyrans would be coolness.

Quick comment on the Early Warp Romulans.
When I original proposed them, I intended for them to still be somewhat limited. (Basically, they would only have speed 8 or so "W" ships and speed 16 "Y" ships.) The
reason for the limitation is so that they would not change the "history" too much, and so that the Treaty of Smarba would still occur.
However, and alternate approach is to just give them full capabilities and let history change. This would cause them to have many wars with the Gorns and Federation
(or maybe just one really long one).
It would also mean there were no KR or even any Hawk ships. (The Hawks were heavily influenced by Klingon designs.) So, with no hawks, a completely different set of
ships would be needed as the replacements to the Eagles. Quite a few SSDs could be made showing off the new designs.

If not scary how about silly ships
Fast Monitor – all the speed of a fast cruiser combined with the fire power and modular capability of a Monitor.
Self propelled Base – add on the warp drive augmentation modules and off you go. One module is used to move a BS, two for a BATS, and three for a SB. Moves like a
monitor and turns like a slug, but hey it’s always in supply. In F&E allows the base to move 1 hex per turn, while in supply.
Super Heavy War PF – all the capabilities of a frigate without the life support. Damage is as per PF rules.

I've always though that HPF could exist in similar roles as Bombers. That is, only off of planets but prehaps could operate from bases taking up actual docking points, say 1 point each. But never from ships.
What excelent system police they would make.
Hmmm, hey, there a new concept; System Patrol Cutters. Not equipped for long range but for system patrol and defense. Operate in flotillas/squadrons in high traffic areas. Maybe give them a 1 parcec range. (yes I know thats bigger than a star system). Perhaps this should go in R8?

Holy Lyran Empire: Alternate history where the Lyrans absorb the Peladine and Carnivons by negotiation rather than conquest, granting them duchy status. Results in Lyrans with Disr Cannon and/or plasma instead of Disr.

SVC:
Super Heavy Cruiser- Start with a race’s BCH, CB, or perhaps new design using fast warp engines(not fast ship) and modify it to have 48 - 50 energy, 5-7 battery, and a middle war DN’s armament. F&E factors 12-11, Example to get from a Fed BCJ to a Fed SCA you might add 2 drone racks, swap ph-3’s for ph-1’s, up the power to 48, 5-7 bat. This series of ships came from the campaign designer’s handbook which seemed to indicate that there would be one for every race in a future product. Based off the Killerhawk.
S-3- There is a whole discussion on this in the proposals board, it got pretty favorable reviews but I don't think the idea was ever fully hashed out.
Other ideas:
A 4 nacelle NCA would be cool
NDN's or NBC's for all the races if the NDN doesn't make it into R8.
Stealth/Marine/other Fighters
Retrograde Cruiser
A total fleet makeovers for the Klingons or Lyran's might be cool

Could we do a "theme" SSJ?
I mean, pick a particular time period and concentrate some suggestions for that year?
Such as an early years edition that assumes hat the GW fighter tech happened BEFORE Range 5 transporters or wide spread use of Phaser 1's....
Or... what about a General war period where the ISC turns "pirate" and instead of trying to "pacify" the galaxy, it tries for conquest...
or what if the races bordering the federation suddenly "disappear" and the Federation has to discover who (or what) the new neighbors are?
or what if, instead of a single dyson sphere and 1 planet, the Tholians "moved in" to the quadrant with enough ships to "conquer the galaxy"?!?
lots of possibilities here!

I like the theme idea-- presuming sufficient submissions could be made along it-- the Tholian idea alone could take up a good chunk of the journal.
Or perhaps a 1/4 journal theme-- it would be a good way to send trial balloons up to see if something is wanted enough to justify more.
