I played this game for years, and have on more than one occasion availed myself of sublight evasion. But I can honestly say there was never a time where I saw a full turn out that sublight evasion was going to be something necessary such that I would have begun arming a system just for that. I was usually more "proactive" with power in such cases (like running, since any power remaining in such cases was generally warp engine power).
If you have been prescient enough to frequently know more than 32 impulses in advance that you were going to need to use a probe in such a way, more power to you and I (honestly at this juncture, no hyperbole or subtle intent at some insult is intended) tip my notional hat to your superior tactical foresight.

To be clear.
Sublight evasion takes place at the end of the turn. So to use a probe as is being stated, you would have to allocate a point of power from reserve energy on Impulse #32 of Turn X, then provide the second point during Energy Allocation on Turn X1, so that at the end of Turn X1 you could use the probe.
In my experience a ship that is going to attempt sublight evasion usually does not have any reserve power on Impulse #32 of Turn X. Usually you have used any reserve power you had in some tactical way prior to that point (which is where I am acknowledging Jeff's foresight). You then have to get through Turn X1 after allocating the second point hoping that a "Probe" hit does not show up from enemy fire (if you are attempting sublight evasion, your ship is usually pretty badly shot up, meaning the "Probe" hits on the "K" line of the DAC are probably opened up) so that at the end of the turn you can fire the probe as part of your sublight evasion attempt.
Again, to me, in my experience, this is all very unlikely. And I just do not see this capability being built into probes instrument packages, increasing their expense, such that in this unlikely circumstance they can be used in this manner.

In answer to Jeff Wile's question. Off the top of my head, all Federation ships with secondary hulls have the probe launcher in the secondary hull, not the saucer. This includes the battleship and variants thereof, the dreadnought and variants thereof, the battlecruiser and variants thereof, the heavy cruiser and variants thereof. It also, off the top of my head, includes the new heavy cruiser and variants thereof, but the added rear hull section is not separable, so it does not matter.

Stumbled across this subject while looking for something similar...
The way "Smoke" is dealt with here makes me think, "WHAT IF..."
Historically, the Army has long used mortars as a means to deliver smoke screens for troops. What if Qari Trans-Mortars could launch smoke bombs as an alternate to standard Mortar Bombs (G51.4)?
