This is all somewhat speculative, but: the ECM shift for seekers is based on the weapon exploding some way from the ship. As a drone is a big shaped-charge nuke, this does imply that the drone would go off a fairly substantial distance from the target (a mile or three). This distance is measured from the shields, not the ship, because that's what gets hit.
Therefore, an ESG just outside the shields would be too close to stop the drone before it went off.
I'd be much happier to say that an r-1 ESG gives no protection, no ram, no feedback; it's far simpler. After all, only a complete idiot would get in a position such that an ESG would take that damage, as per your example.

A R-1 ESG could have a radius of 50 miles and still be significantly smaller than a R0 ESG.
I just dislike having game-unbalancing features like a -1 range bracket attached to such a simple and elegant concept as changing-radius ESGs. I think adding a new ESG range bracket should be its own topic.

Go for it...though it might be worth appealing to a Higher Power for guidance first. Before wasting our time arguing over how many angels can dance on the head of a pin, it would be as well to ascertain the existence of the pin.
