The date for this as given is the wreck was found in Y162, and was "at least" a hundred years old. That does not mean the wreck is a ship that was in service then, but it implies that there was no technology found on the wreck that was new, or not already known in Y162.
The wreck was found in Romulan space, which in Y162 had only just moved beyond sublight only technology through the treaty of Smarba. It is possible on that basis that the found Klingon frigate (since it is not further defined beyond "a Klingon frigate") might have been an F3, or an F4, rather than an F5. And since the E4 escort is sometimes referred to as a "light frigate," it might even have been an E4.
but since its technology was not remarked on, it is unlikely to have been more advanced than the current Y160s level of technology.

Assuming that the comment is from Nexus #1, published LONG before an F3 or F4 was published, it is not likely to be one of those ships, at least in the mind of the writer at the time.

I have no doubt that when it was written in the late 1970s or early 1980s that the intended ship was an F5. The game has grown, and while the date remains fixed (ship is found in Y162), the definition of "Klingon Frgate" has grown. So if you wanted to write fiction using this as a seed, you could tell the story of it being an F3 and its sad fate, a crew who never saw home again.

The scenario mentions the Klingon wreck in the context of Federation and Gorn research into other possible time travel incidents. Why would they flag these reports as a possible time travel incident if the frigate was just an ordinary F4 or F5? There must have been something else in these reports that defied more mundane explanations for the wreck.
If the technology was more advanced than Y162 it may not have been remarked upon because we only have a second hand report of what was found ("Unconfirmed reports exist of a Klingon frigate found wrecked on an asteroid in Romulan space..."). If the Romulans (or someone else) found a ship from the future they are not likely to share that information with anyone, though other governments might get wind of it through rumors and espionage.

It ***could*** be an advanced refit unknown in year 162.
Heck, what if it was a PFT without any PFs and the repair bays and spare parts supply destroyed?
The ships computers would have references to the flotilla... perhaps the specialists investigating the hulk might conclude that they just found a skiff carrier... and decided it wasn't worth their time to study it.

Not really.
The problem is that the layout and design would then directly impact the subsequent design. You also get into questions on how much material knowledge impacts future design. A PFT found in Y162 would have materials relating to the last eight years of the General War, impacting subsequent strategic decisions for the empire/side that found the ship. Even if you could not read the ship's computer data (could not crack the encryption or compatibility issues with the more advanced ship's computer or the computer was completely destroyed) there would be all sorts of easily accessed technical readouts (how to fix the engine of the PF, leading to being able to build PF engines, etc.).
From a "time paradox" point of view, it is much better that the wreck that is found is no more than "contemporary" (which is often used in science fiction time travel stories, i.e., "we have just found a wreck which we identify as the Stromberg, but the Stromberg just left port yesterday, how can t his be its wreck?" Or you find the wreck of the USS Cyclops imbedded in a mountain, and it has been there you can tell for a 1,000 years, but the Cyclops disappeared in 1918).

I am prone to jesting about some things, but given the current contretemps in China currently gracing (if that is the right word) the world stage, I will keep is simple.
SVC has acquired a cold, and has been home the yesterday and today (and should probably have stayed home Thusday as well).
Jean believes she has acquired the cold from SVC, but is currently in the office.
Leanna called in this morning to note that she believes she has contracted the early stage of it, and will remain home.
Mike Sparks is off today in any case, so we do not know if he has it, but we do have fingers crossed.
Similar situation with Samantha.
Given that I was knocked down late last year, I have no interest in acquiring this current "office flu," and so far am not showing any symptoms.
