IIRC, that was exactly how I described the Vortex in the story.
My draft submitted said "IF the anomaly is of the type proposed, it is a moving vortex of space time discontinuity." I think that was fairly unchanged in the final, published edit...
Note that these things do a couple beneficial things (from a SFB background perspective).
1) they move. So you can't just build a Starbase to control it.
2) they pop into existence, wander around, and then pop OUT of existence. With a variable time limit, so you can't depend on them to invade the "Farawayistan" galaxy.
3) You don't know what is on the other side (neither does the other side) so you might pop out into a very advanced civilization where you'd get waxed in just a turn or two. Imagine your Klingon D4 Cruiser squadron monitoring one of these when an X cruiser pops out and shoots at you without warning.
4) they are in the middle of a swirl of all kinds of crap; sensors and scanners don't work well. And your comms are very limited so it's hard to call for help.
