It is now called Cold War Naval Battles and is a free download, print and play game at:

Looks like you can download and print for free, or order a real copy for $$$.

I have a very similar ideal but with a slightly different application. I was thinking that the Raider, be it a DNL, CF, or a CWF, be allowed to conduct a Raid aginst a taget behind the enemies Screen but to allow a dice to determine what happens.
Roll a 6 sided dice:
1 - Raider is intercepted Defender choice one ship from his screen to engage the Raider in a one on duel. (Fast Waships do have the option to disengage before any damage is played.)
2-4 - Raider engages Target (and escorts if using the escort rule but no EW from assisting Scouts) in a one on one duel.
5-6 - Raider is pinned. Defender then can attack the Raider and multiply his Attack Cards by 2.
As you can see Raids are be definition very dangerous things to try and you have a 1 in 3 chance of really screwing your Raider. But is the Target worth it?
But I really do like your ideal for a weapons pack style booster it would definately speed up the game even in a 2 player game it might be fun as long as the origianl Percentages of Weapons Card stayed the same. There maybe a way to do this with all the option weapons pictured so that in a Hydran verses Lyran Fleet action you remove the original Photon, Disrupter, & Drone Cards and replace them with the "booster" Hellbore, Fussion, & ESG artwork cards. Maybe this is a good place for SVC to do his Trial run by whatever Printer he picks. Those cards will get a lot of wear and tear in a hurry I bet.
