No, the Roms are part of the Coalition. The Pirate would have his own set of victory conditions.

Besides, the victory conditions are a subset of the rulebook, and as I said, even the rulebook has not caught up with the sneakiness of the Roms.

The only real trouble is game balance.

For the Pirate to win, he would have to compile a set of Victory Conditions of his own, and that would have nothing to do with the actual winner. You could also have a few pirates in the game that were spread out.
They would do what Pirates do, raid sites, rent ships out, stuff like that. They could charge extortion fees to allow a home sector to stay in bonus, things like that. Could be a lot of fun.

that might work as a Cops-n-Robbers game.
i have been working on an Arena style variant that could use an element of this sort. mind if i use the idea? the arena game is an 8 players die-hard for die-hards game. no diplomacy, so the pirates would do well.
let me know of any other ideas for it you come up with.

Sorry for the off game intrusion. In the historical format I think you would have to make it impossible for the pirate to own/take major sites as otherwise in the NPC areas they would become a galaxy wide power in the few turns it takes the Coalition/Alliance to reach out. Give them a cloaked base in every sector for scans and ship construction plus a target of X amount of income, Y amount of ships or a combo of X and Y for victory conditions.

For the idea to work, you would need a very above average honorable person to play the pirate, lest he become an ally of one side or the other.
I would imagine the player would need to be a veteran who has worked with a large number of players.

Start with 1 Courier in each sector.

I like that idea, Andros and Pirates.
Maybe start with 1 base for each, and all the maps. A courier in each sector and a LR in each sector. The LRs would be cloaked. Both could build a ship a turn at any base they own.
