The Federation Council's meeting on December 14, 170 was devoted to the recent war between the Kzinti and the Klingo-Lyran Coalition. The first vote was on a motion by the representative from Cygnus to authorize the Fourth Fleet to intervene in the conflict, on the grounds that the Klingo-Lyran aggression appears to be illegal. The motion failed, 5-29, with only the representatives from Cygnus, Shiloh, Deiana, the Survey Area, and Sheboygan 3 voting in favor.

The representative from Earth then offered a motion to increase Starfleet's budget. The increase, if approved, would have allowed for the following:

(1) Production of an additional Frigate every two months
(2) Production of an additional New Light Cruiser every two months
(3) Accellerated testing of the new Constellation-Class Heavy Carrier, with production to begin as soon as the known problems can be resolved
(4) Weapons upgrades for all existing cruisers and dreadnoughts
(5) The laying down of a new Behemoth-class battleship, designed to match the battleship currently under construction at Klinshai

The representative from Orion proposed an amendment deleting the last two items from the above list. The vote was tied, 17-17, with the twelve representatives from the Capital systems joining the above five in voting against the amendment. The Hon. Vice President Chamberlain, from Sigma Draconis, broke the tie by voting in favor, so the amendment carried. The amended Starfleet appropriations bill then passed by an overwhelming 28-6 vote, with only the Peace Party representatives from Orion, Osiris, Sigma Draconis, Chicago, and Narimar III voting against.

The outcome is an increase of 24EP to Starfleet's semi-annual budget -- approximately 11% of the Gross Federation Product -- with a further increase anticipated as soon a it is possible to begin Heavy Carrier Production. Additionally, the Council approved the following mesures:

(I) The ambassador in Klinshai is instructed to protest the Klingon aggression in the strongest terms possibe.

(II) Exploratory voyages:
(A) Capt. James T. Kirk, of the starship Enterprise, is instructed proceed via the Tholian Neutral Zone and the Radiation Belt to investigate persistent rumours of a race variously called the "Methane Breathers" or "Hydrans" located somewhere beyond the Vudar. If Kirk is able to locate these Sentient Beings, he is further instructed to determine whether or not reports that they are in fact at war with the Klingons are correct.

(B) Capt. Spock, of the Light Cruiser Vulcan, is ordered to investigate the same rumors, but proceeding via the Survey Zone, and around through the Outer Reaches

(C) Capt. Mustafa of the Command Cruiser Mohammed is to try a third route, going outside of the Main Plane of the Galaxy, then crossing on the Andromedan side of Klingon space before returning to the Plane.

(III) Tripwire:
The extremely brave Adm. Hirimoto is ordered to take his squadron of cuttters, minesweepers, and police vessels on regular patrols of the Marquis region, so that the consequences of any Klingon invasion of this area will be clear to all.

Due to an overly ambitious Admiral in the Klingon Home fleet, the planned attack on the Hydran BATS in 714 has been cancelled and called off.

The Ambitous Admiral will find his new duty (Assistant Toilet Cleaner on the new C8) it is hoped more to his inteliigernce and wisdom level.

The Hydran BATS in 714 has reported that no attacks on it's position have occured.

Ooops - I remembered the Klingon Home Fleet is only reased on turn 3 if the Hydrans enter Klingon space...which didn't occur - so we have reset the Home Fleet and the Hydrans will redeploy there forces!

My Dearest Sultan,

I write to give You my abject apologies for the incorrect report from my starbase about a "Klingon assault" on our Trade Support Station (BATS) at the LDR border, resulting in the "destruction" of the station. As you know, no such assault occurred, and the Trade Station is still functional. The fault is mine, and mine alone. Below I describe how the error occurred, as I am sure it will interest You. By giving this description, I do not make any excuse. Rather, I wish to describe my errors, so that others can learn from my mistakes.

The Trade Station was running a simulation of a Klingon attack. The Assistant Signal Officer at the Starbase was reading traffic from the BATS and mistook this simulation for an actual Klingon attack. The error was compounded when the Trade Station's transmitter failed, causing the Assistant Signal Officer to believe that the BATS had been destroyed.

As You know, the BATS is within sensor range of the Starbase. The error was discovered because the Starbase Sensor Station reported that no Klingons were within range, and the BATS was still present. However, by this time, the Assistant Signal Officer had already reported to Hydrax that the Trade BATS had been "destroyed" by "Klingons". Both statements were incorrect.

My mistakes were threefold:

First, the Assistant Signal Officer, who was on duty, was new and ordered an Associate Signal Officer to be on duty at the same time. I did not, and as a result, the Assistant Signal Officer was alone at the Subspace Communications Station.

Secondly, the Subspace Communications Station needs to receive data in real time from the Sensor Station. The Signal Officer had requested this. I did not give sufficient priority to this request.

Third, I have been spending too much time in prayer to Allah. Although prayer five times a day is a pillar of Islam, in times of war, military matters must take precedence over prayer. I failed to adjust my daily routine to our new circumstances. Therefore, I was not spending as much time on my command responsibilities as I should have. This contributed to my first two mistakes.

Stewart - the Klingon Home Fleet is actually released on turn 3, if Hydrans enter Klingon space - as no transgression occured, as you state, it is released on turn 4.

Turn 4 op move is well underway. In the North, the Coalition are attacking 2 BATS, 2 minor planets, and a destroyer. Reserves will be able to save 2 of these targets.

In the South, a strange situation has developed. The Klingons appear to be trying to build a wall to prevent the Hydrans from attacking to the West. The Hydrans just reacted into one hex of the wall, which opens up all sorts of complicated possibilities.

The Klingons have built a wall of ships in the Eastern portion of Hydran space. There is speculation that the Klingons are attempting to make sure we do not mount an "Expedition" to reach "the Federation". Multiple intelligence assets, which in the past have provided reliable information, have reported to us the existence of this "Federation". We therefore believe this "Federation" is in fact a real entity. Its territory is generally reported to lie somewhere beyond Valoria and Klomarth.

Far from attending to his duties, the former Admiral of Reserves has been drinking intoxicating liquors. Allah Most High forbids this. It is an unpardonable sin.

The former Admiral will be stoned to death tomorrow at dawn. The stoning will begin as follows:

First Stone: The Caliph
Second Stone: The Baron
Third Stone: The Marquis
Additional Stones: Anyone who wishes to participate

As a result of the former Admiral's weakness, the Count's Starbase is in danger. However, it is thought that, if the Starbase is to be lost, the Fleet can at least destroy a capital ship in revenge.

Furthermore, although the Starbase is in danger, it may not be lost. Mysterious are the ways of Allah.

Battles on Coalition Turn 4 have started.

So far -

Kzinti DD killed and DD crippled
Hydrans CU killed , BATS 318 has suffered 2 SIDS
Lyrans 2 x FF crippled, CC crippled.
Klingons - No losses yet.

Going to be some interestig battles this turn!

Well the dice gods in the Hydran front continue to frustrate the Coalition.

All battles in Western Hydran space have been concluded - the Coalition lost a D5 (already crippled) and FF in 114. The Hydrans lost 2 CR's in 215.

Both sides suffered a couple of cripples in other combat.

In Kzinti space - the Kzinti declined the approach over 1001, and so the Coalition withdrew.

The main action over 902 continues. Lyrans used 2 Command Points, Kzinti 1.

So far, after 3 rounds of combat, the Coalition has crippled in the region of 18 hulls, and the Kzinti have lost a DN and TGC plus Carrier pods, due to directed damage. The Kzinti have also self crippled several ships.

The only Mauler in the hex, killed the DN on round 1 - and then promptly failed the Shock Roll (I think I am now up to 6 out 6 for failing shock rolls - chance is 1 in a 1,000 at the moment).

(The DN was the only Kzinti 'ship' CR 10 in the hex, and so it forced him to reduce his line).

Althouh the hex is still close, it looks the SB will live (for once, the dice - other than the shock roll - is more even).

The Count, commanding his flagship Big Cat, has been martyred while defending his starbase. Lion, the Count's only son, is also a martyr, as he was commanding the mighty carrier tug Roar.

KingOfTheJungle, the former Earl of Kzintai, served faithfully and heroically in the battles there. In recognition of his bravery and his faith in Allah, KingOfTheJungle is hereby appointed the new Count. He is ordered to depart immediately to his starbase and to lead the Kzinti there to victory, Allah willing.

The Kzinti have lost two key ships this turn. With the shipyard just barely started (and may not be worked on next turn), they can't take this pounding much longer.

Fortunately for them, with turn 7 looming, they may not have to.

Coalition Turn 4 combat has ended.

The Kzinti maintained their 100% succesful persuit rate at 902 (had 2/3rds chance of succeding) and bagged a crippled F5S - but lost an EFF in eachange (William - I don't think I removed the EFF ship from the map - Doh - Double checked map and there isn't one missing in 902).

At 1304 - An EFF died in exchange for an E4A.

On the remaining battles on the Hydran front, a D5 died in exchange for a KN.

BATS 1605, 1805, 1217 and 1219 all died - for fighter losses at the first three, and a crippled D7C at 1219.

Total losses for the turn
Kzinti DN, TGC+VP, DD, 2 x EFF - plus several cripples. 2 BATS killed
Hydrans KN, 2 x CR, CU - plus a couple of cripples. BATS at 318 suffered 2 SIDS. 2 BATS killed

Klingons 2 x D5, E4A, F5S - plus a dozen or so cripples
Lyrans - Dozen or so cripples.


Retrogrades appear to show a significant build up of Coalition forces in 1401!

Retrogrades, CEDS and Strategic Movement have been done.

It was noted a Lyran FF failed to report back in, as did a D5, and both are assumed killed in action.

Reserves covering both fronts (4 in Kzinti space and 3 Hydran space) have been organised.

The Klingons repaired the escorts on a D6V group, at the cost fo 2 Ep's (balance -0.75).

It is hoped Diplomates from both empires will be sent out, seaking terms for an honourable surrender for the Alliance nations.

There is nothing lost in saving your Empires!

Hurrah for the mighty Coalition! 2 Partial Grids for the Kzinti - and 3 for the Hydrans.

Therefore, both the Hydrans and Kzinti have underbuilt :)

On the Coalition end of turn stuff, I got in wrong on where I could retro - net result, no CEDS repairs and so Klingon balance is 1.25 eps.

Heh, they'd rather have another Uhlan right now, thanks. On the bright side, they get to beat up on the Lyrans a bit.

The Klingons have carefully positioned so that almost all of their ships on the Hydran front are within range of Hydrax. So, even though the Coalition only has about 150 uncrippled ships in the theatre, Coalition turn 5 may be difficult for the Hydrans.

In a battle at 413, the Hydrans have succeeded in destroying the last Southern Lyran BATS. This is good news for the Hydrans, but perhaps not so good for the Kzinti, who will now likely have to bear the brunt of the Lyran fleet.

Over 413, the Hydrans rolled well, and suffered 2LB and CU dead, versus STT, D6M, DD, BATS, and MB killed, and a few crips suffered. This was the first time the Hydrans risked the cream of their fleet in battle. As the Alliance was also lucky in the Battle of Kzintai, Paul is getting frustrated by the dice!

Speaking of Kzintai, a Kzinti effort to retake the hex, at least temporarily, is brewing. Paul sent two reserves to the hex. It looks like he is going to force the Kzinti to fight down to the wire, taking perhaps 40EP of crips. This is no small matter when your economy is about 40EP! The Kzinti can't afford to retreat, because their retreat would have to be offmap, and they would then be unable to retro back to their starbases. So we can expect a long and ugly fight.
