I propose the following additional conversion facility under (450.0).

(450.12) X- Conversion Facility: 20 EPs and 15 XTPs (max one allowed)

(450.14) Construction: normal constuction rules apply except for the following:
The 20 EPs are paid first, then 15 EPs paid at the normal rate of 5 per turn.
Eng Units (541.0) cannot be used to reduce the cost of XTPs, but can be used to reduce the cost of the EPs.

One completed this facility can convert any ship to the equivalent X-Ship.

7 turns to get one on-line? How many empires could realistically benefit from that? What, Klingons and Feds get 4 turns? The rest get one on-line just as the war grinds to a halt.

I like the concept, but the timing stinks.

How about as an upgrade from the one allowed Major conversion facility, 15 XTP only, no reduction due to ENG unit?

(Remember, a SB becomes a SBX for only 12EP/12XTP. I think most people would do this first.)

I was thinking of allowing it be started 2 turns before the introduction of X-Ships but wasn't sure if that would fly or not.

You did give me an idea. A minor conversion facility could be upgraded for 10XTPs and be used to convert FF's to X-FFs to include things like SDF to XDF or similar.

Any upgrade of a conversion facility would result in the facility not being able to perform conversions during the upgrade.

I want to make it useful, but limit the number of them at the same time.

I propose the following additional conversion facility under (450.0).

Recogonizing the need improve X-Ship production to gain advantages over enemy forces the Federation and Klingons decided to invest in atleast one X-Conversion facility. These facilities were started the year before the first X-Ships were introduced.

(450.12) Major X-Conversion Facility: 20 EPs and 10 XTPs (max one allowed)
(450.12) Minor X-Conversion Facility: 12 EPs and 8 XTPs (max one allowed)

(450.14) Construction: normal constuction rules apply except for the following:
(450.141) One facility of either type but not both may be started 1 year before the introduction of X-Ships by each empire.
(450.142) For the Major X-Conversion Facility the 20 EPs are paid first, then 10 XTPs paid at the normal rate of 5 per turn. Eng Units (541.0) cannot be used to reduce the cost of XTPs, but can be used to reduce the cost of the EPs.
(450.143) For the Minor X-Conversion Facility 10 of the 12 EPs are paid first, then the 2 EPs and 3 of the 8 XTPs paid, then the final 5 XTPs at the normal rate of 5 per turn. Eng Units (541.0) cannot be used to reduce the cost of XTPs, but can be used to reduce the cost of the EPs.

As with other facilities the X-Conversion Facility cannot be upgraded.

Once completed the major x-conversion facility can convert any ship to the equivalent X-Ship.
Once completed the minor x-conversion facility can only convert frigates or frigate variants into the equivalent X-Frigate or X-Frigate variant, i.e. SDF to XDF. A Romulan Minor X-Conversion Facility can convert either a SeaHawk or SkyHawk to the appropriate X-Ship. Other Romulan Frigates cannot be converted due to parts and supply issues.

Comments and Suggestions welcome.

While these facilities shouldn't have much of an impact in the General War. They will probably have an impact in the ISC War.

(450.141) This rule won't work based on the rule that you can't build a minor shipyard prior to the intro date of a ship you shouldn't be able to build a X-conversion facility prior to the ability to build X-ships.

This would be an exception as X-Tech would be nearing operational introduction. Also the facilities would not be completed until after the introduction of operational X-Units.

It should only be 1 turn not 1 year (2 turns) I did make that mistake. Otherwise the Minor is too powerful of unit.

I think it could work as an exception in this case as you would not actually get the facility until after X-ships are on the map. There would/could have been a contingency plan to try and maximize conversion/modernization of the fleet.

(4TM.145 Optional) As with other minor shipyard facilities the minor X-Conversion Facility cannot be upgraded. Exception: an existing conversion facility could be converted to a X-Conversion facility of the same type for the expenditure of 10 XTPs over 2 turns. During this upgrade no ships may be converted at the facility.

If approved This rule would replace the more limited (4TM.145).

(4TM.142) For the Major X-Conversion Facility the 15 EPs are paid first, then 10 XTPs paid at the normal rate of 5 per turn.
(4TM.143) For the Minor X-Conversion Facility 5 of the 7 EPs are paid first, then the remaining 2 EPs and 3 of the 8 XTPs paid, then the final 5 XTPs at the normal rate of 5 per turn.
(4TM.144) Any Unit constructing any X-Conversion Facility destroyed while constructing the facility can be replaced by an unassigned qualifying unit or units if such unit or units are in the hex at the time of destruction.
(4TM.145) As with other minor shipyard facilities the minor X-Conversion Facility cannot be upgraded.
(4TM.146) Once completed the major x-conversion facility can convert any ship to the equivalent X-Ship. Once completed the minor x-conversion facility can only convert size class 4 (SC4) ship into the equivalent SC4 X-Ship. Exception the Romulans must specify if the minor facility is for the SC4 Hawks or Krestals.
(4TM.15) Replacement: See (450.15).
(4TM.16) Availability: An empire cannot begin building a X-Conversion facility until Spring of Y186.

Author’s Notes:
This rule is intended for ISC War, Civil Wars and Andromedan Wars. X-Ships are unique and dangerous units. Normally a minor conversion facility or starbase is limited to a 3 EP conversion. An X-Starbase can convert any ship to an X-Ship regardless of cost. As X-Conversions cost more than 3 XTPs I decided to limit the minor based on size class rather than cost.
