For F&E2K20 we should consider consolidating the rules for the support echelon into one rule (sort of like what we did with auxiliaries).

Some items to consider:

A. Assignments to include escorts and G-ship consorts
B. Impacts on flagships and force selection percentages
C. Directed damage attacks
