This was a legacy of the time we didn't fully define two-step conversion costs where any one step was equal to 1 EP. If any step of a two step conversion is one or less, then there is no discount but it is still considered a two-step conversion for determining if the overall two-step conversion is considered a minor conversion.

NOBODY SEEMS TO KNOW THE RIGHT ANSWER. THE DD-BASED FCR HAS 5 CARGO BOXES AND 12 FIGHTERS (6 FACTORS). THE BDD-BASED FCR HAS 9 CARGO BOXES SO IT COULD HAVE ANYWHERE FROM 16-24 FIGHTERS (8-12 FACTORS). I MADE IT EIGHT FOR NOW SINCE THE COUNTER SAYS EIGHT.

BFR Conversion cost for FTR is "+6" should be "From BD: 5+8" Additional context- counter shown as having [8], conversions show +8 for FTR (consistent with counter listing), build is shown as +6 (six) for 8 FTR FCR factors. If one assumes the counter is correct, the build cost needs fixed. Thomas Mathews has pointed out that the counter listing and conversion costs are wrong while the build cost was right.
