Correction needed for all OOBs under Survey: Advanced Rule (542.0) .

OOBs currently state: "One HDW-Q may be deployed for survey duty without counting against the limit of off-map survey ships", however rule (542.28) contracts this:

(542.28) HDW-Q: See (525.23Q) for the use of one HDW per race as an additional survey ship. This ship does not require payment of the infrastructure cost in (542.26) but it cannot be replaced by a non-HDW. It does count against the limit of three additional off-map survey ships.


Suggest the following text as OOB replacement:

HDWQ: One may be deployed for survey duty and does not require payment of the infrastructure cost in (542.26) but it cannot be replaced by a non-HDWQ. Deployment counts against the limit of three additional off-map survey ships.

I'd suggest stating that replacing it with a non-HDWQ would require the payment of the supply line cost.

General question:

I see in the notes that the OOBs includes ships from all expansion modules, and that if a ship from a module not being used appears, then the players can substitute a similar ship that is being used. However, in addition to adding ships from the expansions, it also appears that corrections were made.

Using the Romulan Home Fleet as an example, instead of the two KRs in the basic game, the online OOB has five. Since the Fleets of the North and West still have two, it appears that three KRs have been added rather than reassigned. Because the KR is part of the basic game, I am interpreting this as a correction to the original OOB rather than having to do with the expansions. Is this interpretation correct? I've identified several examples like this across the races, and if this interpretation is correct, I'll make updates to the printed OOB in the basic game.

Work on a clarification of when Heavy Fighter carriers can be built and when you can start conversions of ships to HF.

Q: When can "changeovers" (as distinct from conversions) to heavy fighters begin? The current wording on the online Order of Battle refers to the date of "building or conversion" of heavy fighter carriers, so it is not clear that date governs changeovers. Moreover, heavy fighters do not require a counter or well-defined class (530.2) so it is not clear that YIS for heavy-fighter carriers limits this process either.
A: There is a limit of one free heavy-fighter changeover per turn and this begins on the heavy-fighter introduction date.


Q: Rule (530.222) says that some heavy-fighter changeovers count against PFT limits. Can those be done prior to PF introduction, or what happens if they are done earlier?
A: You are reading it wrong. It says "After the PF introduction date, the construction of a heavy-fighter carrier or conversion of a non-carrier to heavy fighters may be counted against that empire's PFT limit (530.223) or against its carrier limit." The rule effectively allows you to do more HF conversions or changeovers than the HF limits by counting them against the PFT limit. Obviously, you cannot use the PFT limit before it appears in your production schedule.

CONVERSIONS
Q: Can an empire convert an unlimited number of drone ships into scout versions of drone ships (assuming money and conversion capacity) in a single turn?
A: Let's refer to the rulebook.
(701.1) May make one scout substitution per turn, and any number of scout conversions.
Empires that use drone bombardment ships have different rules defining how they are built, but in this case you are not building a drone
ship, but converting a ship into a scout, which is not limited. Therefore, converting an existing drone ship into a scout-drone version of that same base hull does not constitute building a drone ship.

Author NOTE: This could apply to the Klingon and Kzinti War Cruiser Scouts that could then be converted to New Heavy Drone Cruisers as a two step conversion, e.g. Klingon D5D to DWD.
