It appears that these Gorn PF intro dates are wrong:

Can build PFTs beginning Y182F not Y183S.
Can build CPFs beginning Y183S not Y183F.
Can build CPX beginning Y183F.

(524.11) DEPLOYMENT: Any race may deploy casual PFs
during and after the third turn of that race's PF deployment
schedule.

(502.612) On the second turn of PF deployment, the race
receives the number of PF flotillas specified in (502.62)
which must all be placed on bases within their capacity and
all original planets still held receive additional PFs beyond
those in (502.62) as per (502.63). From the second turn,
the normal production limits for PFTs (432.42) and PFs
(502.2) apply. See (431.2).

(524.112) Each race which uses PFs can "build" one
casual PF flotilla per turn (in the Production Phase) when
authorized, so long as this does not exceed the maximum
number of such units it is authorized by (524.111).

(524.14) SPECIAL FLOTILLA: A maximum of one Casual
PF Flotilla may be used by X-ships or by raiding ships. This
is the second casual flotilla built. It does not cost extra, and
is marked as CPX.

There appears to be some missing production limits in the Gorn OOB.

Many empires limit the number of BCH hulls that can be produced, and most limit BCV/BCS to one per year total, but I can't find any such limits in the Gorn OOB.

Since the Gorn BC>BCH is a minor conversion, without these limits the Gorn could, in theory produce the following in a single turn, assuming all original SBs still exist:
BCS (substitution)
BCS (major conversion from CV to not count against carrier limits)
5xBCH (minor conversions from BCs)
