Well Jay you win the award for finding the OOB error that's been around for the longest time. AO OOB has the SC but the online OB from 2008 does not. No reason for dropping. It's been added back.

I'm new to the game and was comparing the online OOB's to what I have in the 2010 base game. I saw the scout in the 2010 OOB and noticed it was missing online. That struck me as odd so I raised the question. I assume that if this had happened to anyone but the Tholians, it would have been noticed long ago.
