According to "Into the Whirlpool" in TacOps, there are 8 planets in the WYN Cluster: 4 majors and 4 minors, plus the "province" itself which is worth 6 EP's. The WYN's don't have the population to get full use out of their planets, but the Carnivons would in a "Carnivons of the Cluster" scenario; this would give them an income of 38 EP's per turn. Since the timeline in "Lost Empires" mentions them making secret trade links with the Orions, they could also get 10 EP's per turn of trade income with the Orions, which would give the Carnivons of the Cluster the same income as the Carnivons in "Howling Winds".

I found this old map of the Cluster which shows that there may be more than 8 planets there:

Number of planets vs. Number of economicly are never the same.

True, but it still provides a way for the Carnivons of the Cluster to have a bigger economy since they have a bigger population than the historical WYNs.

The economic data for the historical WYN Cluster in (634.13) is noted as being provisional in nature; not yet intended to offer the basis for an operable WYN economy.
I'd hope that, as and when the WYNs become more of a "full" faction (in Civil Wars, perhaps?), this would provide a more thorough production schedule and set of economic data on how the WYNs function in campaign terms.
At that point, one might then be better placed to delve more deeply into how differently things might be for the "cluster Carnivons", as opposed to what the Usurper was able to manage historically - or, for that matter, what the WYNs in the "Carnivon Empire" timeline was able to manage.
-----
On a side note: historically, both the Romulans and the ISC were running their economies "hot" (as in, on a wartime footing) for several turns prior to launching the Day of the Eagle and the Pacification Campaign respectively.
It's quite possible that the "cluster Carnivons" were doing something similar, in the run-up to their expansion into open space in alt-Y178. Which might set a clock on their wartime operations, in terms of how long they can exploit the state of Klingon and Lyran economic exhaustion in effect by then before they start to suffer such effects in turn.

Note that for the WYN symbol, some might indicate colonies or important mining operations …

Actually we identified all 12 planets in the wyn symbol in a captain's log article years ago.
