Step 3A2G (normal raids):

This step needs to be updated in view of Chuck's ruling about 5 years ago that an alternative attack may be conducted against a ship that elected to retreat during the reaction battle at step 3A2D. The reason why is that retreat is *conducted* at step 3A2F, and if the alternative attack is performed at step 3A2G, then ostensibly there are no more raiding units to attack in the hex - in contradiction to the ruling.

Suggest, specifically, that step 3A2G be modified to strike the following from step 3A2G: "or conduct alternative attack (314.28) if eligible".

Suggest, specifically, that step 3A2E be modified to add the following: "Eligible raiders that conduct an "alternative attack" (314.28) perform the alternative attack at this step."

These two changes will effectively codify Chuck's ruling in the SoP.

It may also be worth adjusting 314.28 in the next rules update to indicate that the alternative attack may be conducted against a unit that elected to retreat during the reaction battle.

FEDS COMMENTARY:

It is clear that the intent of the alternative attack under (314.28) is to allow a raider to rapidly engage a target of opportunity in the raid hex BEFORE raid target hex units retreat. in essence, it is a quasi-pursuit round before retreat where the raider gets an alternative attack against a target of choice (without it actually being a pursuit round).

FEDS NOTIONAL SOP CLARIFICATION (OPEN FOR COMMENT)

3A - STEP 2: NORMAL RAIDS

3A-2A: Specify locations and roll to determine outcome of sabotage and infiltration (537.1).

3A-2B: Designate and move normal raiding ships to raid target hexes (314.21); move Espionage and Sabotage Prime Teams to their target hex (534.15).

3A-2C: Target empire may use Reaction Movement to respond to raids (314.241) OR may call up, if eligible, police ships to fight raiders (314.243), but not both.

3A-2D: Target empire declares which units will fight the raider (314.251).

3A-2E: Raiding ships/reacting units conduct one round of small-scale combat (314.244); see exceptions in (318.7).

3A-2F: Raiders crippled or retreating are returned to raiding pool (314.244).

3A-2G: Raid response units choosing to retreat identify retreat hex.

3A-2H: Conduct specified raid actions:

• 3A-2H1: Record disrupted locations from raiding (314.27) or conduct alternate attack (314.28) if eligible.

• 3A-2H2: Identify, conduct, and resolve Espionage and Sabotage Missions in target hex (534.12).

3A-2J: Return raiders to raiding pool (314.273).

3A-2K: Retreat raid response units and alternative attack survivors (as appropriate) to retreat hex identified in step 3A-2G.

Not that I agree with it, I don't think it was needed but it was official, so who am I to argue :)

Questions:

10G:
This is the only time other than 10F where the defecit is calculated for the Non-Phasing player. THe other 3 checks A, B and C are Phasing player ONLY. Should these checks apply to both players?

Also, why is the Non-Phasing Player being punished for using defecit spending? Step 10G says:
"Record the largest defecit of points (A-D) for the entire turn; this debt value is used during the next turn for debt interest calculations."
The Phasing player can do Drone Bombardment, E&S Missions, adding barracks modules or Independent G's, do Rapid Combat Repair and NOT have any of those numbers increase their Debt (like it should), since their next Check after the Production Step (B) is at the very end of the turn in 10E.

5-3J says: "Pay Drone Bombardment costs...."
If the player does not have EPs in the bank, then they MUST borrow to be able to perform Drone Bombardment. Which either adds to Advanced Defecit Spending (and thus costs interest), or it is paid for under the older Defecit Spending and pay no interest. Since at the time Drone Bombardment is used it must be paid for, shouldn't it increase the Debt as the costs are incurred?

The ENTIRE turn include both player turns.

The first two checks are during the phasing player's econ and production phases; the non-phasing player has no econ or production actions when the phasing player does.

Defiect check D in a non-phasing player deficit check that occurs at the end of the turn PHASING players turn. Both player make these checks: Check C is the PHASING PLAYER'S check; Check D is the NON-Phasing Player's check.

Carefully read the SoP and you will see they are there.
