Proposal, inspired by Gary Quick's game without reaction movement, which I can't find any more. As Paul Howard pointed out, that rule won't work. But here is a variant on it that probably would --
At the end of its turn, a Power at war may form two mini-reserve fleets, in addition to its normal reserves. Each may contain up to three ships. If it does so, it may not use reaction movement during the opposing player turn.
Reasons --
First of all, this actually makes sense. Command and control resources are being diverted from one purpose to another.
Secondly, when used, it will speed play immensely.
Probably favors the Alliance, but that's OK, it just has to be paired with something that favors the Coalition.

Do note that there is already something similar to this in the ISC war expansion (usable by all races, albeit generally not until the general war has finished). It does not involve reaction rules.

That I didn't know. My main motivation for the proposal was to give races a reason to declare they won't be using reaction movement as a way to speed up the game. I would be equally happy if the reason were a 5EP bribe. I just thought the "mini-reserve" bribe made more sense.

I think Richard is referring to the Tactical Reserves Rule in ISC War (543.0). They cannot have moved or reacted previously, but do have a range of 3 hexes as opposed to the extend reaction range of 2 hexes.
