*I suggest a rule that the Tholians, if they have not yet been attacked, can on turn 29 (once they leave the alliance) spend any portion of their peace time economy remaining after paying for their construction schedule (as listed in their SIT) on repairs of crippled ships.
This is imo needed to help ready for potential late game Coalition attacks.

I believe he means spending any remaining funds on repairs of ships, within the repair capacity of bases or other repair units in a given hex.
Ex: The SB over the Tholian homeworld could repair up to 8 EPs worth of repairs assuming the EPs and repair capacity was available.
Also they should be able to place ships and move them through the depot repair (424.0).

Why do they need a rule? Cannot you spend your money as you want within the limits and capabilities?

Well, they'd be at peacetime, I was under the impression that they just got their ships without filling out an economic form.

This comes about from the rules on Tholians in (617.D33). If not playing with Minor Empires, the rules are a bit unclear about what the Tholians economy does and can or cannot do.
However, a closer reading of the rules would suggest that the Tholians are still on a wartime economy and could spend the money anyway they wanted subject to exhaustion on the appropriate turn or turns.
