Perhaps such a campaign might require a more aggressive version of the Gathering Winds scenario from ISC War than was the case historically as part of its initial build-up.
For example, while (604.28) historically obliged the Romulans to wait until Turn #10 before beginning the process of activating their "south-eastern" provinces, perhaps one could enable the Romulans here to begin the process early. In other words, based on how well (or not) the Romulans do at setting up their new "on-map" provinces by Turn #9, and how well (or not) the ISC manage to secure their hold over their outermost ring of provinces in this same time period, one could then gauge the "starting lines" for a would-be Romulan invasion on Turn #10.
For that matter, depending on what, if any, role the Gorns were to play in all of this, they might require a means of establishing the Girek, Gepril, and Gorik provinces [as outlined in (625.Y21)] earlier than they did historically.
From an ISC perspective, it's worth noting that the plans existed on file for the war cruiser and war destroyer in SFB Module R9 as early as Y170, though full-scale production (and/or conversion) of these hull types did not kick off historically until after the Andromedan invasion had begun. As would be the case in two of the three "Paravian timelines" featured in SFB Module C6, the CW and DW - plus any potential mission variants of these types - would be available for the ISC here, in the event that counters for these "wartime production" hulls were to be added to a future F&E prouct, such as the proposed Tactical Operations module.

Gary, the Paravians are a part of (6WA.0) Winds Aloft scenario in Captain's Log #48. So that option is out.
Chuck has one on file from Daniel Knipfer from Origins. I forget the name of it, but it is the ISC and Romulans vs Gorns and Feds. So we won't use anything even remotely aligned like that.
Anything created here is only going to use existing units where the counters exist in the real world as published counters.

Unless overruled by ADB, any scenario created for this scenario must use existing counters to be considered for publication.
This doesn’t prevent one from creating a private scenario but until ADB publishes and approves counters, then it is not wise to waste staff resources on these efforts.

To clarify, I wasn't suggesting adding the Paravians to this scenario.
To look at the Romulan side of things, it's noted that in the historical timeline, the Fleet of the North remained inactive between the Day of the Eagle and the Gorn entry into the war; while as noted elsewhere, (603.62) has the Romulans keep the Fleet of the West inactive in the event of an invasion of Gorn space on Turn #10. With an ongoing need to keep tabs on both the Federation and Gorn borders, would that lead to them making do without either of these fleets against the ISC?
Or, to put it another way, if the Romulans decide to commission the Fleet of the East and/or the Fleet of Exploration (as seen on the Y186 OOB in ISC War) early, would the Romulans risk siphoning off any of the ships from the Fleet of the North and/or the Fleet of the West, to include any of the pre-war construction assigned to those fleets in this file, to help stock them with ships?

If the Romulans started the Fleet of the East, it would start with Turn #9 (or with Turns #8 and #9) PWC leaving the decision on how to split Turn #10 to the player.
If unwilling to shift PWC then one must start with the Turn #10 (and possibly Turn #11) production (if they aren't starting a war to the North or East, they really don't have to even more build-up time).

This would be a great scenario to do sometime but not before Civil Wars and Tactical Operations are completely finished and shipped to customers. Until then, the staff needs to be gazelle intense and laser focused on getting the scenarios for CW and TO and nothing else.
