If he wants to devastate a planet, he probably will. Feds could have reserved more in, but multiple other battles needed attention. One 4-ship reserve went to a minor planet where it will probably swing the battle. And the 1-ship reserve went to a minor planet which it may also save (but it's close).

Ok, so the Romulans have 9 ships (led by a SUP with 4 fighters) and will have, best case scenario, a compot of 44/1.
The Feds have a BT, NCL, FFE, FFS, numerous squads of fighters and cripples which probably won't see combat, but, like, putting the crippled CC in formation for an extra 5 compot isn't at all unreasonable.
Over a minor planet, the Feds can be something like 48/1.
The Romulans might be able to devastate a planet, depending on where the fighters are stationed.

Well, for those that was watching (and believe me, you might have missed it), the huge attack on 2908 was a very very very large damp squib.
Single approach round - NCL direct crippled and I self crippled a SP and SN.
(I was hoping to kill 2 PDU's - but forgot PDU fighters can be used in the approach Battle and William wisely used them).
And just, but only just, the Romulans was able to follow the retreating Federation forces to 3008 - which for the Feds is a Fighting Retreat, but a normal retreat for the Romulans (hence why I built the Convoy).
Cloak worked for once on the attack too.
Elsewhere..... the First Federation SB has been destroyed!

Yes - that's correct, one of the safest SBs in the middle of Federation space died.
In a very very very close battle, in which the dice was nice to the Klingons (I won all but 1 round, most rolls was only 1 pip higher although we did have 2 rounds of +2 and William won one +2)…. which resulted in the entire Klingon line being crippled and a D5 being self killed.
Federation took no cripples (but every ship was already crippled)
(Final compot round was 37 v 38 - SB has 11 SIDS on it!!)
I decided I was willing to self kill D7C's and D7's and D5's if the Feds were going to self kill their own ships!

2808 was
2 x D7C, 3 x D7, 3 x D5 (2 were already crippled), D5V, AD5, F5E (escorts already crippled), F5S
v SB (no own Fighters), 18 Fighters from 2908, 2 x CC, NCL and a FF (all crippled already).
Compot started at 70 v 71 IIRC.
Dice averages for the turn might show a sharp swing to the Alliance, fortunately, it was a small battle.
Federation BATS 3804 fought to the death, but did well.
Rolls were 2 v 3, 3 v 6, 1 v 6, 1 v 4 an 4 v 6 (i.e it won all 5 rounds!).
Clever use of ships (just used DC 6 ships) avoided taking the last 2 damage though - which saved crippling a ship.

The SB battle was close. The initial compots were almost the same, as were the DefPots. The slim Fed advantage lay in the fact that SIDS don't reduce compot until you have 8 of them. So the Feds had higher compot in the middle rounds
The loss of a central SB is certainly annoying. The defense of the adjacent major planet is automatically weakened. But it's not as bad as losing an outer SB.

Well, good diceness reversed itself pretty quickly and at the moment, dice luck is only 1 way.
1 moderate battle which last 5 rounds had averages of 2.6 v 5 (and I won the first round!).
Elsewhere, lots of 1 v 6's it seems
Averages for the turn so far as 3.51 VBIR, 2.79 Coalition and 3.31 for the Alliance (29 rolls).

The Fed defense of 3008 turned into a debacle as I misunderstood the fighting retreat order of events. I thought my retreating fleet would have to fight only the forces that were already in 3008. That's wrong. They also had to face the retreating Romulans from the capital in the FR battle. The Feds ended up having to self kill in the FR battle and lost a total of 2CC and 3FF in the process of holding that SB. Probably not worth losing 5 hulls for that particular SB.
Fed economy next turn will be roughly 167, helped by good rolls that held a BATS and insane rolls that held planet 2106. With that assist from the dice, the Feds managed to lose only one PDU-defended planet this turn (the one near the Gorns). They also lost the Klingon major, which was held by a lone FF, and a minor planet they retook on their turn and weren't even trying to hold. But those ones don't count.

Coalition turn 12 combat is over
Well, dice gods slightly came back to me - averages ended at 3.59, 3.05 and 3.26.
Couple of modest rolls either way - the Fighting Retreat battle was good for the Coalition - rolled a 6 v 4 (so 50% damage done).
Thought William would cripple everything and kill the 18 Fighters and so killed a crippled FF for 6. He then self killed 2 more to keep the Battle Tug uncrippled....which partially saved 3008 - dice gods were not too nice to me - and the Battle Tug did the rest!
Dead for the Turn

SB 3008 has 5 SIDS on it.
Klingons lost a D6M, D5 and 2 x F5.

Lyrans also spent a Command Point and Klingons 0.4 Eps on Drones.
Both sides have a modest number of cripples.

Retrograde and Strategic Movement has been completed.
The Romulans stayed forward deployed in several areas in SE Federation space.
The Klingons stayed forward deployed in central Federation space (as no retrograde points) - including 10 or so crippled hulls.
In Patriarch Kzinti space, loyal Kzinti forces deployed back to 1202 and 1401.
In Hydran space, Coalition forces stayed forward deployed.
The Patriach feels safer in his Captial, as 1401 now has 8 PDU's (5PDU's+SB, 3 x 1 PDU's on other planets) and the recently finished SB defending it.
Reserves have been set up in 1401 (2), 1407, 1811, 2215, 2513 (2), 4010, 4310 and 4710.
(As the Hydrans are bottled up, no Coalition reserves in Hydran space).

Hydrans might be able to build another Hull via the Old Colonies Shipyard (I think it may be turn 4, so normal cost RN, LN or HN)….
...although it refers to turns for the replacement Ship being re-built, not turns since the capital fell.
I think it must be the former - as otherwise turn 6 would always be a single turn of builds (as once you spend the 6th tranche payment to complete the shipyard, it will close down the following turn)?
i.e. As it's probably supposed to be
Turn 9 - 617 lost, so that's Turn 1, Turn 12 is turn 4 and turn 13 is 5, turn 15 is 6.
As possible written turn 1 is when the first Ep is spent on the new Ship yard, turn 4 would be when 46 to 60 Eps has been spent. But that does sounds wrong

Turn 1 is the first turn that the Hydrans spend money on replacing their capital ship yard. A recent clarification by Chuck is that on turn 4 and subsequent even numbered turns of the replacement process is that construction is 1 HN or 1 LN or 1 RN.
